Environmental and Design Services for the I-680 Express Lane/High Occupancy Vehicle Lane Project

Project Description: The Alameda County Transportation Commission (Alameda CTC) invites you to submit a proposal to provide environmental and design services for the I-680 Express Lane/High Occupancy Vehicle Lane Project. The anticipated performance period is for an initial period of 24 months from December 2025 to December 2027.
This contract will be funded entirely by express lane toll revenues and as such, will not be subject to any Disadvantaged Business Enterprise (DBE) goals or the Alameda CTC Local Business Contract Equity Program. However, Alameda CTC strongly encourages each proposer to consider the use of disadvantaged, local and/or small business enterprises in its proposal.
Responses should be submitted in accordance with the requirements and instructions set forth in this Request for Proposals (RFP). The RFP documents have been posted on Alameda CTC’s Procurement Portal. Prospective proposers are responsible for registering and submitting proposals via the Procurement Portal.

Proposals are due on Monday, July 14, 2025, before 3:00:00 p.m. PT.
