Summary

The Maryland-National Capital Park and Planning Commission (“Commission” or “M-NCPPC”) invites proposals from qualified vendors to implement a comprehensive, integrated cloud-based Enterprise Resource Planning (ERP) solution, along with ongoing support and maintenance. This solution will cover key processes including Record to Report (Financial Management), Procure to Pay (Procurement), Hire to Retire (Human Resource Management), Forecast to Budget (Budget Management), and Acquire to Dispose (Asset/Warehouse Management).

This RFP outlines the business, operational, performance, application, technical, and architectural requirements for the proposed solution.

Background

The Commission has a significant opportunity to improve and streamline their current processes by leveraging the capabilities of a future-state Enterprise Resource Planning (ERP) solution to replace their current ERP system, manual processes, workarounds, and third-party software solutions with fully automated processes and integrated systems. This future-state solution has the potential to transform the Commission and reshape how they will work together to achieve their mission and steward the next decades by: ​

  • Expanding collaboration and information-sharing across the Commission, departments, and divisions. ​
  • Increasing access to accurate data that enables informed and timely decision-making.
  • Empowering staff to engage in higher-value work instead of manual or repetitive tasks.​
