The City of Middletown is seeking a qualified firm to provide professional engineering services for design, permitting,
bidding, construction administration and inspection services for the repair or replacement two sanitary sewer pipe bridges
crossing the Sumner Brook. These crossing are located in Middletown, CT and include a 10-inch pipe crossing adjacent to
the Russell Street Bridge and a 20-inch pipe crossing adjacent to the Mill Street Bridge. Both structures are in poor
condition and need to be repaired or replaced.
All submittals shall be received on the designated forms provided in a sealed envelope using the return label provided
and marked as designated in the Request for Proposals. It is the responsibility of the bidder to plan accordingly that
bids are received by the set date and time. Proposals received “late” or emailed/faxed will not be considered.
All questions concerning this RFP should be directed in writing to the Purchasing Department at
purchase@MiddletownCT.gov. Question regarding the RFP shall be submitted no later than Wednesday, December 17,
2025 by noon.
The City of Middletown reserves the right to waive any defect in any proposal and reserves the right to reject any or all
proposals or any part thereof. Proposals, amendments to or withdrawals of proposals received after the time set for the
receipt of proposals will not be considered.

OVERVIEW
The City of Middletown Water and Sewer Department owns two sanitary sewer pipe bridges crossing Sumner Brook.
There is a 10-inch crossing adjacent to the Russell Street Bridge and a 20-inch crossing adjacent to the Mill Street
Bridge. Both structures are in poor condition and need to be repaired or replaced.
The Russell Street pipe bridge consists of a two foot by two foot steel truss structure approximately 40 feet long.
This supports a 10-inch diameter cast iron sanitary sewer main. The structure is supported on either side by the
concrete wing walls of the road bridge and is located on the downstream (north) side of the roadway.
The Mill Street pipe bridge is over 90 years old and supports a 20-inch diameter cast iron sanitary sewer main. This
structure consists of two large steel girders resting on concrete piers. The structure is located on the upstream
(south) side of the roadway.
This Request for Proposal includes the inspection, survey, permitting and design of the repair and/or replacement of
the two sanitary sewer crossings as well as bidding and construction services. The City will consider all alternatives
leading to the successful completion of this project and is looking for innovative and efficient designs to reduce costs
and schedule.
Preliminary reports, photographs, plans and other data are available in the appendices of this RFP. It is highly
recommended that firms interested in submitting a proposal visit each site. Both sites are accessible from the road.
The firm awarded this contract will be required to sign the City’s uniform contract for goods and services which is
included in the appendix. It is the Water and Sewer Department’s intent to bid the repair/replacement of both
bridges as a single project.
GENERAL SCOPE OF SERVICES
Design
Include up to three in person meetings with the City
Perform field inspection and survey of the pipe bridges and adjacent areas as needed.
Provide memo summarizing inspection and design concepts.
Preliminary design and memo summarizing inspection observations, design concepts and potential costs.
60% Draft Design (plans, details, specification outline, preliminary opinion of probably cost (OPC))
90% Design (plans, details, specification, OPC)
100% Final Design (plans, details, specifications, OPC, bid documents)
Bid Package – (plans, details, specifications, OPC, bid documents, coordinate with Purchasing Department)
Permitting
Permitting assistance (DEEP, Army Corps, Inland Wetlands, Public Works, etc.)
Attend public meetings as needed
Bidding
Attend Pre-bid meeting, meeting notes, respond to questions from bidders
Review bids and issue a letter recommending award
Construction Services
Construction Administration
Inspection Services (project representation in the field)
Permit compliance monitoring
Attend progress meetings

DIRECTIONS FOR WRITTEN SUBMISSION
The proposal submittal content shall include the following:
1. Cover Letter: A letter describing your firm interest in providing services for the City of Middletown. An officer of
the firm who is authorized to contractually bind the firm and to negotiate a contract with the City shall sign the
letter. Provide the name, title, address, email, and telephone number of this officer.
2. Key Personnel Background: Provide the name, position, summary of proposal, resumes, related experience and
proposed responsibilities of the project manager and key personnel that will be working on this project.
3. Firm Experience: List of similar projects performed within the last five years; particularly any work performed
for government agencies of similar nature. Description of project and services provided.
4. Proposal: Detailed scope of services for each bridge broken down by phases. At minimum the project phases
should include: design, permitting, bidding and construction. The proposal should include a preliminary
schedule for all work broken down by month.
5. Fee Schedule: Provide standard hourly billing rates broken down by position. Estimate the hours required
corresponding to the breakdown of your scope of services and provide the fee schedule for this project. This
includes estimated hours for construction services. It is understood that this will likely change and require an
amendment once the design is complete or the construction contract has been awarded.
6. References: Provide references (name, company title, address, email, and telephone number) for the
preparation of recent/similar work.
7. Conflict of Interest Statement: Disclose any financial, business or other relationship with the City of Middletown
that may have impact upon the outcome of the contract or project.

RECEIPT OF PROPOSAL SUBMITTALS:
Pursuant to the "Request for Proposals", Proposals for providing services will be received by the Purchasing Department,
Room 112, at the time and date set forth therein with the award to be made as soon as practicable thereafter. Proposals
must be signed and acknowledged by the respondent where indicated; submitted in an envelope using the bid label
provided.
