The Queen Anne's County Department of Parks and Recreation (COUNTY) is soliciting
proposals for engineering services to obtain permits, develop design, prepare construction plans,
specifications, bid documents, and perform contract administration, inspection, and other
services during construction for three projects in Queen Anne's County.
The proposal shall be in the form of a lump sum price for each project to complete all the
work described in a proposal packet. Documents will be available at no cost in .pdf format from:

I. SCOPE OF WORK:
Obtain permits, develop design, construction plans, specifications, detailed construction cost
estimates, prepare bid documents, and perform contract administration, inspection, and other
services during construction for two bulkhead replacement projects, one boat ramp
replacement project, and one fishing pier railing repair/replacement project in Queen Anne's
County, Maryland. See location maps, approximate existing dimensions, and concept
drawings in attachments. The work shall be completed under the direction of a professional
engineering firm with a minimum of five (5) years of documented experience in the design of
boat ramps, bulkheads, and floating docks. The work described as Phase I shall be completed
within One Hundred Twenty (120) calendar days of Notice to Proceed.
II. OVERVIEW:
A. COMBINING OF THREE PROJECTS IN QUEEN ANNE'S COUNTY: The
County seeks engineering services for three similar projects within an 8-mileradius.
Because each project is funded separately, expenses for each project will be tracked
and billed separately, or clearly itemized,by project, on invoices. Combining the
projects is intended to provide time and cost savings for all parties.
B. KENT NARROWS LANDING BULKHEAD: Kent Narrows Landing is located at
106 Piney Narrows Road, Chester, Maryland. Engineer the replacement of
approximately 120 feet of the northern bulkhead at Kent Narrows Landing. Redeck
about 494 square feet of decking for the boarding pier between the boat ramps.
Repair southern bulkhead and install approximately 240 feet of capboard.
C. THOMPSON CREEK LANDING BULKHEAD: Thompson Creek Landing is
located at 750 Thompson Creek Road, Stevensville, Maryland. Engineer the
replacement of approximately 360 feet of bulkhead at Thompson Creek Landing.
The one lane boat ramp and finger piers are in satisfactory condition and not part of
the proposed project. They appear to have been built more recently than the bulkhead
that is due for replacement. As an add alternate to this bid please add in engineering

cost for approximately 60 feet of bulkhead at the Sanitary Building right next door to
the landing.
D. MATAPEAKE BOAT RAMP& FISHING PIER RAILINGS: Matapeake Boat
Ramp & Fishing Pier is located at 251 Marine Academy Drive, Stevensville,
Maryland. Engineer the replacement of a two-lane concrete boat ramp. The concrete
is currently cracked, shifting, and settling in several places, especially on the northern
side of the northern lane. A portion of a timber wall adjacent to the northern edge of
the concrete has rotted and does not keep loose pieces of concrete in position.
Replacement of adjacent wooden finger pier, if necessary, for construction and need,
as funding allows. Because the boat ramp is typically very busy it is envisioned the
ramp replacement will be scheduled to minimize disruption to users. This may be
achieved by scheduling the work during the off season or other approaches. County
staff patched some cracks when extreme low tide conditions allowed and will
continue to monitor status. For Matapeake Fishing Pier,engineer the repair or
replacement of approximately1,770 feet of pier railing. Some railing sections should
be ADA compliant with the following features; lower railing sections, bait cutting
and fishing rod holders.
E. FUNDING:A Maryland Department of Natural Resources (DNR) Waterway
Improvement Fund grant has been approved to provide engineering services and
construction for each project and the Queen Anne's County Department of Parks and
Recreation shall be responsible for administering the project and coordinating
payments.
F. COUNTY AND DNR ROLES: The work shall be completed under the auspices of
Queen Anne's County Department of Parks and Recreation and in cooperation with
the Maryland Department of Natural Resources (DNR), Boating Access & Capital
Waterway Improvement -Engineering and Construction Division. As owneror
lessees of the facilities, the County is responsible for ensuring that eachproject is
both properly designed and constructed. Because the project is grant-funded, DNR
grant management staff may be making recommendations on both the design and
construction of the project. DNR staff are not, however, engineers or project
managers and any recommendations made by staff do not in any way relieve either
the County or the consultant of their respective responsibilities.
III. CONSULTANT ENGINEERING SERVICES TO BE PROVIDED:
A. JOB DESCRIPTION
i. Each proposed project shall consist of the engineering design and preparation of
plans and specifications for the following items, that may be further refined by
site visits and recommendations. See attached location maps, photographs, and
GIS images with approximate dimensions:
1. Kent Narrows Landing design to include:
a. Replacement of the northern bulkhead.

b. Repair of southern bulkhead, to include cap board.
c. Redecking of boarding pier.
2. Thompson Creek Landing design to include:
a. Replacement of approximately 360ft of bulkhead at the
Landing.
b. Replacement of approximately 60ft of bulkhead at the
neighboring Sanitary building to the right of the landing, if
determined feasible.
3. Matapeake Boat Ramp& Fishing Pierdesign to include:
a. Replacement of the two-lane boat ramp.
b. Replacement of the 80 ft long by 6 ft wide"northern" wooden
finger pier, witha floating boarding pier, if feasible
c. Assess and make a recommendation about "northern" bulkhead
and "southern" boarding pier.
The following items are add-alternates for this RFP for
Engineering Services:
d. If needed, replacement of small bulkhead, approximately 25
feet long, adjacent to the north side of the boat ramp, add-
alternate for engineering services.
e. If needed, replacement of the southern boarding pier, add-
alternate for engineering services.
f. Repair or Replacement of approximately 1,770 ft of fishing
pier railing, add-alternate.
ii. Improvements are to include all phases of marine demolition and construction.
Design is to be in compliance with all ADA Accessibility Guidelines. There are
threeseparate project sites at: Kent Narrows Landing, Thompson Creek Landing,
Matapeake Boat Ramp, and the adjacent Matapeake Fishing Pier.
iii. The consultant shall provide complete construction bid packages consisting of
construction drawings and specifications, instructions to bidders, general contract
conditions, bid forms and other related documents for construction bidding
purposes.
iv. The project shall be designed using the latest nationally accepted guidance as
contained in the States Organization for Boating Access (SOBA) publication,

"Design Handbook for Recreational Boating and Fishing Facilities" and the
SOBA DVD, "Construction Techniques for Recreational Boating and Fishing
Facilities." Both the Handbook and the DVD may be ordered by the consultant,
at the consultant's expense, at www.sobaus.org.
v. The design engineer shall consider climate change impacts (i.e., sea level rise and
nuisance flooding) and sustainability as part of the project's design and make
recommendations accordingly. The design engineer shall also consider longevity
and other benefits of materials, including vinyl and fiberglass sheeting for
bulkheads.
vi. The consultant shall secure all MDE/USACE tidal permits along with local
permits and approvals necessary for construction.
B. PHASE I: DESIGN, PREPARATION OF PLANS AND SPECIFICATIONS
FOR CONSTRUCTION
i. The consultant shall provide a topographic survey of the project areas, including
the boat ramp, adjacent structures,and bulkheads.
ii. The Consultant shall provide soil borings and geotechnical evaluations of
collected soil samples as necessary to support the structural design.
iii. The County owns or leases the properties, and no property survey will be
required.
iv. Make recommendations and suggest alternatives that may reduce project costs,
improve function, expedite project timeline or other considerations.
v. The construction drawings shall be prepared in conformance with professional
drafting practices and engineering standards. Elevations should be referenced to
MLW. Site plans shall be plotted on a scale between 1" = 10' to 1" = 50' for
clarity. Topographic contours shall be shown and labeled in 1' foot intervals.
Drawings shall include borders, title blocks, signature approval boxes, vicinity
maps, general notes, traverse and benchmark information, scaled typical sections
and details, site plans, cross sections, sediment and erosion control notes and
details, and other pertinent information as required by the permitting agencies and
DNR.
vi. Project specifications shall be provided by the consultant. Specifications shall
include specific instructions to the contractor detailing all aspects of the proposed
work. The consultant shall also incorporate standard DNR and County
instructions and conditions, as well as bid proposal forms and documents.
vii. The consultant shall prepare complete construction bid package with final plans,
technical specifications, special provisions, and related Federal,State and County

permits.The bid package shall includeall related details, for bidding and proper
fulfillment of the work by a contractor in accordance with the requirements of the
County, State, and Federal agencies.
viii. Submit construction specifications and construction cost estimate to the County
for review.
ix. Design submittals shall be made as follows:
1. Preliminary (30%):
2. Pre-Final (90%)
3. Final (100%)
The consultant shall submit to the County five (5) copies of drawings,
specifications, and cost estimates at the Preliminary and Pre-Final Design
phases for approval prior to proceeding to the next phase.Upon approval
and addressing any required revisions of the Pre-Final documents (Plans,
Proposal Book, and Cost Estimate), the consultant shall submit ten(10)
copies of the Final Contract Documents to the County with originals, and
two digital copies (in .pdf format, Microsoft WORD and AutoCAD). In
instances when documents are reviewed electronically, the County may
reduce or waive the quantity of paper copies required.
xi. As specified by Queen Anne's County procurement policy 400-010, Section
5.7:
1. "All Professional Service Procurements shall ensure that the County or
the specific grant funding Agency retains ownership of all data and
information collected or used in the consulting effort".
C. PERMITS
i. Prepare joint permit applications, submit,and acquire permits from Maryland
Department of Environment (MDE) and US Army Corps of Engineers.
1. The consultant shall be responsible for securing all necessary Local,
State, Federal Regulatory,and any other permits necessary to complete
the proposed project.
2. Permits shall be submitted as soon as feasible to expedite projects.
D. PHASE II:POST DESIGN/CONSTRUCTION MANAGEMENT
i. The consultant shall assist the County in advertisement, bidding, review of bids,
preparation of addenda, and recommendation of awards.

ii. Coordinate and lead one pre-bid meeting and one pre-construction meeting with
County and contractor(s) and prepare minutes for each project location.
iii. Analyze bid results and make recommendations to the County for awards.
iv. Provide construction stakeout for each project location.
v. Prepare work change orders, if any, for the County's approval.
vi. Coordinate, take and distribute minutes for all progress meetings, held monthly
during construction. Base the proposal on attending four (4) progress meetings for
each location.
vii. Perform final inspection and approval of each facility. Submit as-built plans to the
County.
IV. CONTRACT PERIOD:
A. Engineering services under this contract shall commence on a date specified in the
Notice to Proceed (NTP), to be issued to the consultant by Queen Anne's County.
B. Phase I:Design, drawings, permit submittals and construction bid documents shall
be completed as soon as feasible within one hundred and twenty (120) calendar days
of NTP.
i. There will be a minimum of three submittals for this phase of the contract.
The consultant will be responsible for coordinating and conducting formal
meetings with the design review committee for each submittal phase. The
design review committee shall consist of representatives from the COUNTY
and DNR. The following time frame with the minimum submittal
requirements shall be utilized to ensure project efficiency.
1. Preliminary Submittal Phase (2 months / Project Completion= 20%)
a. Completion of all field surveys, preliminary design
computations and preliminary site plans and specifications. The
Consultant shall provide each member of the design review
committee with one (1) complete package for review.
2. Pre-Final Submittal Phase (1 month / Project Completion= 40%)
a. Modified design drawings and specifications, comprehensive
design computations, pertinent correspondence with permit and
approval agencies and detailed construction cost estimate. The
Consultant shall provide each member of the design review
committee with one (1) complete package for review.
3. Final Submittal Phase (1 month / Project Completion= 60%)

a. Finalized design drawings and specifications with required
construction bid documents, all necessary permits, approvals
and signatures, pertinent correspondence, sequence of
construction and revised construction cost estimate. The
consultant shall provide each member of the design review
committee with(2) complete bid packages and shall provide
Queen Anne's County with 10 copies (In addition provide on a
USB memory stick, all plans and specifications in CAD .dwg
format, WORD, and .pdf format). In instances when
documents are reviewed electronically, the County may reduce
or waive the quantity of paper copies required.
C. Phase II:Construction contract administration shall commence upon approval of all
permits and end upon project completion and project acceptance by the County and
DNR.
i. Firms shall account for contract administration, coordination of all pre-bids,
pre-construction and progress meetings and on-site inspections in their
proposals. (Project Completion= 80%)
ii. After project completion, the consultant shall perform for each location a final
inspection and approval of facility and submit as-built plans to the County.
Consultant shall supply two (2) paper copies and two (2) digital copies
in .dwg and .pdf formats for DNR and Queen Anne's County. (Project
Completion= 100%)
V. PRICING:
A. Proposal for Engineering Services
i. The lump sum price quoted for each location on the proposal shall remain
firm until a contract is awarded and executed and is not subject to escalation.
Contract award is anticipated within thirty (30) days. To allow for unforeseen
delays in contract award, price shall remain firm for ninety (90) days.
VI. INSURANCE:
A. TheProposer and all sub-contractor(s) shall carry appropriate insurance such that the
County will not be liable for any damage incurred to public or private property or the
property of the Proposer during the performance of the tasks of this contract. Proper
certificates of insurance shall be furnished to the County prior to commencement of
any work. See attachment: Queen Anne's County Insurance Requirements.

VII. INDEMNIFICATION:
A. The Consultant shall hold harmless the COUNTY for any losses, costs, and expenses
(including attorney's fees and court costs), settlement payments, and (whether or not
reduced to final judgment) all liabilities, damages and fines paid, incurred, or suffered
by the COUNTY by reason of or arising out of injuries to persons (including death)
or property damage caused by the Consultant, his employees, agents or
subcontractors or in any way attributable to the performance of work or agreement,
and shall further indemnify and hold harmless the COUNTY for any claim, action,
suit or proceeding threatened, instituted, or otherwise made against the COUNTY by
reason of or arising out of:
i. Any Breach, violation, or non-performance by the Consultant of any provision
of this agreement;
ii. From any other cause whatsoever due to the careless, negligent, intentional,
wanton, or improper conduct of the Consultant; or
iii. The failure of the Consultant to provide the service or any portion thereof on a
timely basis and in accordance with an Agreement/Contract.
B. This indemnification by the Consultant shall survive the expiration or sooner
termination of this Agreement.
VIII. METHOD OF AWARD:
A. The contract will be awarded pursuant to the provisions of Queen Anne's County and
DNR's Procurement Policies;
B. Selection of the Consultant will be based on cost, professional qualifications,
previous relevant experience of the Firm and responsible personnel;
C. COUNTY may shortlist proposing firms and conduct short interviews as a final step
in the selection process;
D. The successful Consultant must demonstrate their ability to maintain the schedule;
E. The award is based on low bid of the total for the three projects, excluding add
alternates;
F. The COUNTY reserves the right to reject any or all proposals submitted, and to
negotiate with the architect/engineer whose proposal most closely meets its needs;
and
G. Disputes/protests relating to the decisions of the COUNTY regarding this solicitation
shall be addressed in writing to Public Landings Supervisor, QA County, Department
