Engineering Services for Watershed Studies

The Maryland Environmental Service (Service or MES) is issuing this Request for Proposals (RFP) to procure engineering services, as specified in Section 2, to obtain professional engineering services to support the Maryland Department of the Environment’s (MDE) ongoing program to acquire, generate, maintain, update and disseminate data, analyses, and maps associated with the identification, vulnerability exposure, risk assessment, and mitigation of water hazards in Maryland.

NOTE: MES will only accept Electronic Bids on MES Procurement Portal (Bonfire) ( https://menv.bonfirehub.com/ ).  Mailed, Emailed, Faxed, or Hand Delivered (paper) bids will not be accepted.  Requested Information on the MES Procurement Portal must be submitted on or before the bid due date, Submission option will not be available after the bid due date. Bidders may follow-up with the procurement department procurement@menv.com to determine if their Bids were received on time.

Conditioning a bid or proposal or any other MES solicitation or bidding document will deem your bid or proposal non-responsive and not be accepted COMAR 21.05.02.22.
