PART I
GENERAL INFORMATION
Proposals will be considered as specified herein or attached hereto under the terms and conditions of the
Proposal.
Proposals must be made in the official name of the firm or individual under which business is conducted
(showing official business address). The original copy must be signed by a person duly authorized to legally
bind the person, partnership, company or corporation submitting the Proposals. Proposals are to include
all applicable requested information and are encouraged to include any additional information they wish to
be considered.
One (1) original and three (3) copies of your Proposals are required.
By submission of your signed proposals, you are certifying that if awarded a contract in excess of $50,000
under this solicitation, you will comply with Title 44, Code of Laws of South Carolina, 1976, relating to
health, Chapter 107, The Drug-Free Workplace Act.

SUBMISSION OF QUESTIONS
All questions or requests for information must be submitted as indicated below. Send all questions or
requests for additional information to Sydney Kinard, Community Development Manager, Lower Savannah
Council of Governments (P.O. Box 850, Aiken, South Carolina 29802; skinard@lscog.org). Mark either
on the envelope or make the email subject line “RFP Questions”. Questions must be submitted in writing
and received by 5:00 P.M. on Thursday, February 5th, 2026. After this date, no further questions will
be addressed. After all questions have been received, a written addendum containing appropriate responses
will be e-mailed to all known RFP holders by no later than 5:00 P.M. on Friday, February 6th, 2025.
PART II
SCOPE OF PROPOSALS
It is the intent of the Town of Blackville to solicit Proposals from qualified engineering firms to provide
permitting, bidding, and construction oversight services for the construction of a community pavilion.
All Proposals must be complete and carefully worded and must convey all the information requested in
PART V of this RFP in order to be considered responsive. If the statement fails to conform to the essential
requirements of the RFP, the Town of Blackville will be the judge as to whether that variance is significant
enough to consider the RFP non-responsive and therefore not considered for award.
Unless stated otherwise herein, the basic and governing language of the contract resulting from this
solicitation shall be comprised of the RFP documents, including any attachments and amendments and the
successful firm’s signed Statement. In the event of a conflict between the two documents, this RFP shall
govern.
PART III
SCOPE OF WORK
It is the intent of the Town of Blackville to solicit Proposals from qualified engineering firms to provide all
permitting, bidding, and construction oversight services for the construction of a community pavilion.
The project will include, but will not be limited to, construction of a pavilion outfitted with restrooms, and
all necessary site preparation.
This project is being funded by a Community Development Block Grant (CDBG) and all pertinent federal
regulations will apply to this contract.
The successful engineer will be responsible for, but not limited to, the following:
1. PREPARATION OF PLANS AND SPECIFICATIONS
a) Prepare detail construction cost estimates.
b) Prepare bidding and contract documents of the proposed work to be in compliance with all local,
state and federal requirements to include: Notice and Instructions to Bidders, Bid Forms, Contract
Agreement, General and Supplemental Conditions, Technical Specifications, and Drawings.
c) If required, provide surveying and mapping services necessary for any acquisition of rights-of-way
and/or easements, adhering to the Uniform Relocation and Real Property Acquisition Act of 1970
as amended, and HUD’s implementing regulations at 49 CFR Part 24.
d) Obtain all regulatory agency permit and approvals, as required.
e) Meet with local officials and the designated grant administrator to review plans, project schedule,
and cost estimates. One (1) start-up meeting and one (1) meeting prior to the bidding is anticipated.
Monthly conference calls through the design phase are anticipated.
2. BIDDING AND CONTRACT ADMINISTRATION
The engineer shall provide contract administration services to include, but not be limited to, the following:
a) Prepare all required advertisements and make available required sets and plans and specifications
for bidding purposes.
b) Prepare required addenda, if necessary.
c) Attend and conduct bid opening. Tabulate bid Proposals, review contractor’s insurance coverage,
bonding, schedules and other bid submittals. Analyze and make recommendations to the Town of
Blackville regarding award of contract.
d) Attend and conduct a pre-construction conference.
