Introduction
The Moore County Board of Education is requesting Statements of Qualifications (SOQs) from
qualified professional engineering firms to provide engineering services related to the evaluation
of two pump stations: one at West Pine Middle School and one at Sandhills Farm Life Elementary
School. The selected firm will assess the system’s condition, capacity, and reliability, and provide
recommendations for any necessary repairs or improvements.
The Board is hereby soliciting responses from capable and experienced firms or combinations in
providing architectural, engineering, and construction services for the Project (the "Engineering
Services – Evaluation of Lift Station"). It is incumbent upon the Engineer Firm to form a team
that fully addresses the needs and requirements of the Owner to evaluate the lift station.
Engineer services will be procured through a qualification-based selection process in accordance
with G.S. §§ 143-128.1, 143-64.31, and G.S. 115C-277. The Board encourages proposals by
historically underutilized businesses (HUBs) in addition to minority- and women-owned
businesses, pursuant to its policies and as defined in North Carolina law.
Project Background
The Moore County Board of Education owns and operates the lift stations that provide
wastewater conveyance for the school. The West Pine Middle Lift Station has been in service
since 1997, and the Sandhills Farm Life Lift Station was repaired in 2001. Both require a
comprehensive evaluation to determine:
●​ Current structural and mechanical condition
●​ Hydraulic and electrical capacity
●​ Compliance with current regulatory requirements and safety standards
●​ Recommendations for rehabilitation, upgrades, or replacement
Scope of Services
The scope of services is anticipated to include, but not be limited to:
●​ Review of available as-built drawings, historical records, and maintenance logs
●​ Site inspection of mechanical, electrical, and structural components
●​ Hydraulic capacity analysis under current and projected flow conditions
●​ Determining if additional air relief valves are needed
●​ Determining if the lift station pumping unit is adequate to meet the future needs of the
school
●​ Evaluation of compliance with applicable codes, standards, and regulations
●​ Development of prioritized recommendations for repair, rehabilitation, or replacement
●​ Preparation of cost estimates for recommended improvement
Minimum Qualifications
Responding firms must meet the following criteria:
●​ Licensed professional engineering firm in the State of North Carolina
●​ Demonstrated experience in wastewater collection system evaluation and lift station
design
●​ Staff with expertise in civil, structural, electrical, and mechanical engineering disciplines
●​ Proven track record of successful completion of similar projects
Submittal Requirements
Interested firms shall submit one (1) electronic copy and (3) printed copies of their Statement of
Qualifications, including:
●​ Cover letter of interest
●​ Firm background and relevant project experience
●​ Resumes of key personnel
●​ Approach to evaluating lift stations
●​ Experience with handling bidding of public projects
●​ References (minimum of 3, preferably public agencies and school systems)
●​ Proof of licensure and insurance in required statutory amounts
Selection Process
Selection will be qualifications-based and conducted in accordance with (State/Local
Procurement Code or applicable statutes). Firms will be evaluated on:
●​ Relevant experience
●​ Technical expertise of key staff
●​ Understanding of the project and approach
●​ References and past performance
Only the information included in the Responses will be used to rank and select the
finalists who will be offered the opportunity to interview. The Board shall give a
preference to any resident firm of the State of North Carolina under N.C. Gen. Stat.
143-64.3 l(al). A resident firm is defined as one that has paid unemployment taxes or
income taxes in the State of North Carolina and whose principal place of business is
located in North Carolina. The Moore County Board of Education reserves the right to
conduct interviews with shortlisted firms.

●​ Anticipated Selection/Notification: May 1, 2026
Submission Instructions
●​ Submittals must be received no later than April 27, 2026 at 2 P.M.
Late submissions will not be considered.
Question
To accommodate the proposal questions process, vendors shall submit any such questions, in
written form, by April 17, 2026 at Noon. MCS will not respond to questions via telephone or
telephone messages. MCS responses will be posted in the form of an addendum on the MCS
website and shall become an Addendum to this RFQ. Answers to all questions will be updated on
the MCS website and shall be visible on the website to all prospective bidders. Bidders should
not attempt to request a question to be answered privately.

Additional Terms
●​ No cost proposals are to be submitted with the qualifications.
●​ The Board shall not be liable for any costs associated with the preparation, transmittal,
travel, or presentation of any proposals or materials submitted in response to this RFQ.
●​ Submission of a response to the RFQ does not create any form of contractual
relationship with any Firm. The Board shall not be responsible for any costs associated
with the Firm attempting to perform work before a contractual relationship has been
established. Submission of a response to this RFQ does not permit a Firm to advertise
any form of relationship with the Board or Moore County
●​ If an agreement with the named firm cannot be completed, negotiations with the next
highest alternate shall commence.
