Solicitation Summary
The St. Mary’s County Metropolitan Commission is requesting proposals from professional engineering firms for the provision of general engineering services. Services include but are not limited to professional engineering
evaluation, design and inspection services including environmental, geotechnical, water and wastewater systems,
project management, cost estimating, construction engineering and inspection, and bidding services including
through all phases and close-out of projects.

Additional Instructions
Technical and price proposals (Section I: Price Proposal Form), will be received beginning
February 12, 2026, and until 3 p.m. Eastern Time on March 24, 2026 , at the administrative office of
the St. Mary’s County Metropolitan Commission, 23121 Camden Way, California, Maryland 20619 and
then and there the proposals will be publicly acknowledged and recorded. Technical and price
proposals shall be submitted in sealed envelopes labeled with the Offerors name, address, and the
“RFP NUMBER: 26-14-E, Engineering Services”.
Separate sealed envelopes, including one original unbound and three (3) copies of the Technical
Proposal, and one original and unbound and one copy (1) of the price proposals (Section I: Price
Proposal Form); must be delivered by the stated date, time, and location and addressed to Tanya
Parker, Procurement Agent. Offerors must clearly identify their Technical and Price Proposals in
separate sealed envelopes. No electronic or faxed
proposals shall be accepted.
