Engineering and Professional Consulting Services for a Proposition 218 Road Assessment Services for the El Macero County Service Area

The County of Yolo is requesting Proposals from qualified Proposers to provide an Engineer’s Report, consistent with Proposition 218 requirements (Cal. Const. art. XIII D, Sec. 4), for the El Macero Services Area per the scope of work outlined in this RFP for a road maintenance assessment. The purpose of the Engineer’s Report is to prepare a cost of service study for road maintenance, develop an appropriate rate structure, and recommend rates that generate adequate revenue to cover operations and maintenance costs based on industry best practices, rate stabilization, capital repair and replacement costs, and an adequate reserve fund.

The selected Contractor shall provide all professional assessment engineering and consulting services necessary for consideration of a new assessment for street maintenance services, including the preparation of an Engineer’s Report and the implementation and management of a property owner ballot process, to provide the level of service requested by the CSA. The County would like proposers to prepare an Engineer’s Report that can be used to support a Proposition 218 assessment process. This would entail consideration of El Macero’s road maintenance fund financials, expected capital expenses, and ongoing operation and maintenance costs, as well as the general versus special benefits of the road service to come up with an amount the County would charge to each El Macero parcel.
