REQUEST FOR QUALIFICATIONS / PROPOSALS
FOR
ENGINEERING DESIGN SERVICES – F-WING HVAC UPGRADES
The Branford Board of Education is soliciting qualifications and proposals for a Professional Engineering
firm to perform design services to complete project documents and specifications for HVAC Upgrades
within the F-Wing of Branford High School located at 185 E Main St, Branford, CT.
The specific requirements of each task and required deliverables are included within this RFQ/P. The
successful firm must demonstrate extensive experience in all facets of design and coordination of
MEP/HVAC Projects for K-12 educational facilities, including cost estimating in accordance with the State of
Connecticut DAS Office of Grants Administration (OGA) requirements. Successful experience with the State
of Connecticut School Construction Grant Process is required.
Qualified firms are required to submit their response in accordance with the solicitation package
requirements. Firms must comply with all municipal, State, and federal affirmative action and equal
employment opportunity practices.
Sealed submissions supplying the required specifications will be received at 185 Damascus Road, Central
Office, Branford, CT until 3:30PM on Wednesday, April 15, 2026. No submissions will be accepted after that
date and time.
Specifications may be obtained from the Central Office, Branford Board of Education, 185 Damascus Road,
Branford, CT or on the Board of Education’s website at:

Branford Public Schools reserves the right to select or reject any and/or all submissions containing
alternate proposals, to waive any informality in submissions and to reject any and/or all submissions or
accept such submissions as shall, in their judgment, be in the best interest of the Town of Branford and
Branford Board of Education.

Qualifications and Proposals are due by 3:30PM on Wednesday, April 15, 2026, and may be mailed or hand-
delivered to:

Submissions are to be in a sealed envelope or packaging labeled with the following:

Respondents are required to submit the following documents in response to this solicitation:

in the subject line.
All answers will be posted as an addendum to our website, www.branfordschools.org/departments/business-
finance/soliciations-rfps no later than 5:00PM on Friday, April 10, 2026. Failure to comply with these conditions
will result in the Respondent waiving his/her right to dispute the qualification/proposal specifications and
conditions. It is the Respondent’s responsibility to check our website for all addenda up to the day before the
Submission date.
Absolutely no extensions will be granted. The selected Respondent will be expected to begin work
immediately upon receipt of a letter from the Town directing the commencement of work. All firms
submitting qualifications and proposals will be notified of the Owner’s decision in writing.
The Town of Branford reserves the right to reject any or all submissions, or any part thereof, or waive defects
in same, or accept any submission deemed to be in the best interest of the Town of Branford and Branford
Public Schools. The Town may, at its sole discretion, clarify, modify, amend, or terminate this solicitation at
any time. Respondents are responsible for checking the Town or CT DAS website for any addenda to this
RFQ/P, and to complete its response in accordance with the latest issued addenda.
Engineering Design Services (as hereinafter defined, “services”) shall be performed pursuant to contract
noted in Exhibit H – Sample Agreement between Owner and Consultant, as negotiated and amended with the
successful Respondent.

Dear Interested Respondents:
You are invited to submit a proposal to complete a design for HVAC upgrades at Branford High School. The
attached RFQ/P specifications detail our requirements.
Respondents are urged to read all documents carefully and fill out all information requested. Proposals which
are incomplete, obscure, or conditional, and which contain irregularities of any kind, will be subject to
rejection for failure to comply strictly with these conditions.
Proposals must be submitted on the schedule form attached hereto. Each proposal must be submitted with
four (4) copies of the proposal. Interested firms must submit proposals in a clear, concise and legible manner
so as to permit proper evaluation of responsive proposals. Faxed or emailed proposals will not be accepted,
however, hand delivered proposals will be accepted on Monday through Friday between the hours of 8:00 a.m.
and 4:00 p.m.
