INTRODUCTION
Charlotte‐Mecklenburg Board of Education (hereinafter “CMBE”) is soliciting the submittal of
qualification statements from experienced Engineering Firms (hereinafter “Firm”) interested in
providing construction administration and contract documentation for Roofing Upgrade at Hidden Valley
Elementary School.
The major activities that make up the scope of services include, but are not limited to,
construction administration, contract documentation, and project coordination for roof upgrade.
CMBE reserves the right to reject all submittals. This submittal request is neither a contractual offer
nor a commitment to purchase services. CMBE assumes no contractual obligation as a result of the
issuance of this request, the preparation or submission of a qualifications statement by a Firm, the
evaluation of statements or final selection.

Once the submittals have been reviewed, CMBE reserves the right to shortlist Firm(s) and
request that the Firm(s) conduct a presentation and be interviewed by the selection committee.
RFQ QUESTIONS
Written questions shall be emailed to yolandas.fergerson@cms.k12.nc.us and c1.haskins‐
hall@cms.k12.nc.us by the date and time specified above. Firms should enter “RFQ # 26‐004 –
Questions” as the subject for the email. Questions received prior to the submission deadline date,
CMBE’s response, and any additional terms deemed necessary by CMBE will be posted in the form of an
addendum to the CMS Construction website, Operations Support Services and shall become an
Addendum to this RFQ. No information, instruction or advice provided orally or informally by any CMBE
personnel, whether made in response to a question or otherwise in connection with this RFQ, shall be
considered authoritative or binding. Firms shall rely only on written material contained in an Addendum
to this RFQ.
SUBMISSION OF QUALIFICATIONS
The qualifications statement must be submitted with one (1) original, and one (1) electronic copy on
flash drive. When responding to this RFQ, please follow all instructions carefully. Please submit proposal
contents according to the outline specified. Failure to follow these instructions may be considered a non‐
responsive submission and may result in immediate elimination from further consideration. The
qualifications statement should be sent to the address indicated in the table below.

IMPORTANT NOTE: All qualifications shall be physically delivered to the office address listed above on or
before the submission deadline in order to be considered timely, regardless of the method of
delivery. This is an absolute requirement. All risk of late arrival due to unanticipated delay—whether
delivered by U.S. Postal Service, courier or other delivery service is entirely on the Firm(s). It is the sole
responsibility of the Firm to have the qualifications physically in this Office by the specified time and date
of opening.
Location: Hidden Valley Elementary School, 5100 Snow White Lane, Charlotte, NC 28213
Structure: Multi-Class Modular Classroom Complex
Primary Objective: To remove existing roofing materials down to the joists and install a new, high-performance 60
mil PVC membrane system to ensure long-term weatherproofing and energy efficiency.
Phase 1: Design & Contract Documents
The Design Professional shall prepare a comprehensive set of documents to define the technical requirements and
quality standards for the project at Hidden Valley Elementary.
Detailed Drawings: Provide roof plans, tapered insulation layouts, and large‐scale 2D details for all PVC membrane
terminations, curbs, and penetrations.
Technical Specifications: Develop CSI‐format specifications (Division 07) detailing material performance, plywood
thickness, fastener types, and heat‐welding requirements.
Regulatory Compliance: Ensure all designs comply with state and local educational building codes, including specific
wind‐uplift and fire‐rating (Class A) requirements.
Bid Package: Prepare the formal "Request for Proposal" (RFP) including General Conditions, Supplemental
Conditions, and a clear Bid Form to ensure "apples‐to‐apples" contractor pricing.
Phase 2: Contract Administration (CA)
During the June 2027 – August 2027 construction window, the Design Professional will act as the owner's representative
to oversee the following:
Submittal Review: Review and approve the contractor’s shop drawings, product data, and material samples (PVC
membrane, adhesives, and plywood) prior to installation.
Pre‐Construction Meeting: Lead a kick‐off meeting with school officials and the contractor to coordinate site access,
safety protocols, and the summer schedule.
Field Observations: Conduct weekly site visits to verify that the fully‐adhered application and plywood replacement are
being performed in strict accordance with the contract documents.
Request for Information (RFI) Management: Provide timely responses to contractor questions regarding unforeseen
field conditions.
Payment Certification: Review the contractor’s applications for payment to ensure the school only pays for work
accurately completed and materials stored on‐site.
Punch List & Closeout: Perform a final walkthrough in August 2027. Create a "punch list" of deficiencies for the
contractor to correct before the school year begins and verify that all warranties have been issued.
Project Timeline: June 2027 – August 2027
Phase 1: Mobilization (Early June 2027): Secure the site, establish safety perimeters, and deliver materials (PVC rolls,
plywood, adhesives).
Phase 2: Demolition & Decking (Mid‐June – July 2027): Systematic removal of old membrane and plywood, followed by
immediate replacement with new CDX‐grade plywood decking to maintain weather‐tightness.
Phase 3: Membrane Installation (July – Early August 2027): Application of the fully‐adhered 60 mil. PVC system and
heat‐welding of all seams.
Phase 4: Closeout (Mid‐August 2027): Final inspections, water testing, and site cleanup prior to the start of the 2027‐
2028 school year.
Project Standards
Note: All work must comply with Local Building Codes and safety regulations for temporary or permanent modular
school buildings.
Note: the timeframe is estimated. It is a possibility that the timeframe will take place sooner than later.
CONTENTS OF QUALIFICATIONS STATEMENT
Respondents must carefully read the information in this “Contents of Qualifications Statement” section and
submit a complete Qualifications Statement responding to each request for information. Incomplete
Qualifications Statements will be considered non‐responsive and are subject to rejection. A combined
qualification for all schools is acceptable, however, each school will be evaluated individually.
Qualifications shall be submitted on 8‐1/2 x 11 paper, side bound with Table of Contents and reference tabs
for key sections. The qualification statement must be submitted with one
(1) original and one (1) electronic copy on flash drive.
Qualification Statement must include all the following information:
1. Introduction – Letter of Transmittal
• Summarize in a brief and concise manner the Firm’s understanding of the scope of work and
make a positive commitment to perform the work in a professional and timely manner.
2. Qualifications of Firm
Provide:
• General work plan that demonstrates the Firm’s complete understanding of the scope of work.
• Company’s recent (last 5 years) relevant experience in providing design services for similar
projects.
• Previous project success for projects of same or similar scope as this project.
• Overall qualifications of project managers and key personnel to be used on these projects.
• Provide license number on RFQ document
