The following changes, revisions and/or supplemental information, as applicable, are hereby issued as
ADDENDUM NO. 1 for the Engineering Design, Consulting and Construction Management for Public
Works Projects (Blanket Contract 2026).
RESPONSES TO QUESTIONS
1. Question: Is it acceptable to both submit as a prime and be on other teams as a subconsultant?
Response: For the RFQ, firms can submit as both a prime and as a subconsultant on other teams.
However, when defined work is solicited through Task Orders, these firms will need to decide if they
wish to pursue the work as the prime consultant or as a subconsultant to another
qualified/approved firm.
2. Question: Can the City provide examples of the types of task orders that have been issued under
prior Engineering Design and Consulting on call contracts (e.g., planning studies, roadway
rehabilitation design, traffic/ADA improvements, stormwater projects)?
Response: Examples of task orders that have been issued under previous Blanket Contracts include:
• Sidewalk improvements (identification, estimating, and construction oversight),
• Road paving and maintenance (planning, evaluation, design, and construction
oversight),
• Bridge evaluation, planning, inspection, design, and construction management,
• Traffic (signals, striping, calming) design and construction management,
• Speed lump installation oversight,
• Sewer/stormwater system evaluation, planning, GIS, repair/rehabilitation
design,
• Hydraulic/hydrologic evaluations and flood mitigation planning/design,
• Hurricane barrier evaluation and design,
• Retaining wall evaluation and design,
• Overall project management (design and/or construction).
Most engineering services provided under previous contracts were related to design, studies,
maintenance and repair work within the public right-of-way (ROW). However, all types of public
works projects within the ROW may be considered for solicitation under this contract if the need
arises.

3. Question: Can the City provide general guidance on the typical scale and duration of Engineering
Design and Consulting task orders (e.g., small studies vs. multi-phase design projects)?
Response: The scale and duration of tasks orders that are anticipated under this contract vary from
small, short duration tasks to larger, multi-year improvement projects.
4. Question: Are there particular types of Engineering Design and Consulting projects that represent
a near term priority in the City’s pipeline for award through this on call contract (for example,
roadway rehabilitation, Complete Streets improvements, traffic/ADA upgrades, stormwater or
sewer projects)?
Response: We anticipate the road, sidewalk, stormwater, sewer, traffic, and bridge maintenance
and repair projects will be a priority for the City over the course of this contract.
5. Question: Once firms are pre-qualified, can the City clarify the process used to award individual
task orders (e.g., mini RFQs, direct selection based on qualifications, or rotation), and whether
task orders are completed among all qualified firms or a subset based on discipline?
Response: As projects are identified, DPW will prepare solicitations for presentation to one or more
of the approved firms based on the project needs and the qualifications/services the firms offer.

• Add sub-section I: “This RFQ seeks to pre-qualify design and consulting engineers for
engineering and construction services. As projects are developed and authorized, the DPW will
prepare solicitations for presentation to one or more of the approved firms based on the project
needs and the qualifications/services the firms offer.”
Section II.A.7. (Cost Proposals)
• Revise section to read “Cost Proposals are not requested as part of the RFQ submission. Cost
Proposals will be negotiated separately for each Task Order solicited under this contract.”
Section IV. (Engineering Design and Consulting)
• Revise Subsection B. to read “Not used.”

Section VIII. (Terms of Payment)
• Delete second paragraph: “All labor rates used for a specific Task Order shall be fixed at the
applicable cost proposal/rates for the calendar year the Task Order was issued. These rates shall
remain fixed for the entire duration of the Task Order regardless of the work extending into
subsequent calendar years.”
