Purpose
The City of Kingsland, Georgia ("City") hereby solicits sealed proposals from qualified firms ("Proposers")
to provide design-build services for the engineering, design, and construction of a Fleet Services Facility.
This procurement is issued in accordance with applicable provisions of the Official Code of Georgia
Annotated (O.C.G.A.), local ordinances, and City procurement policies.

You are hereby invited to submit a sealed proposal by providing all information requested in the
attached "Scope of Work" to the Finance Department to either address listed below:

Proposal Submission Process
All proposals shall be submitted in a sealed envelope. The Request for Proposal (RFP) number, title,
opening date and name of bidder shall be clearly displayed on the outside of the sealed envelope. The
delivery of said proposal to the prescribed delivery point on or before the specified opening date and time
is solely and strictly the responsibility of the Proposer. Any proposal received at the prescribed delivery
point after the specified date and time will NOT be accepted. Proposals must be submitted in writing and
as prescribed by the City. No other forms will be accepted. No Proposal may be modified after opening.
All Responders shall submit one (1) original and two (2) copies of their documents in a SEALED envelope
or package. Responders must submit their proposal no later than Tuesday, May 26, 2026 at 2:00 PM.
Any proposal received after the time and date specified will NOT be considered. The bid opening will be
held in the City Hall Council Chambers located at 107 South Lee St., Kingsland, GA.
Pre-Proposal Meeting
There will not be a pre-proposal meeting.

Procurement Method
This RFP is issued under a Design-Build (DB) delivery method. The selected Proposer shall serve as the
single point of responsibility for all design, engineering, permitting, and construction services.
The City reserves the right to:
Conduct discussions and negotiations with one or more Proposers
Request best and final offers (BAFO)
Award a contract based on initial proposals without discussion
Project Description
The City intends to construct a modern, scalable Fleet Services Facility designed to support municipal
fleet operations over a 10-30 year planning horizon.
The project includes:
Full site development and infrastructure
Construction of a prefabricated metal building (preferred)
Installation of advanced mechanical, electrical, safety, and technology systems
Scope of Services
The selected Design-Builder shall provide all labor, materials, equipment, and services necessary to
deliver a complete, operational facility, including:
Pre-Construction Services
Site analysis and validation
Surveying and geotechnical coordination
Conceptual and final design
Engineering (civil, structural, MEP)
Permitting and regulatory approvals
Cost estimating and value engineering

Technical Requirements
Building Program
Minimum four (4) oversized drive-through service bays designed for mixed fleet service
Repurposing Existing Equipment (Preferred Where Feasible)
o The design-build team shall evaluate all existing City-owned vehicle lift systems and
related shop equipment for potential reuse in the new facility
o A written assessment shall be provided identifying:
Condition, age, and remaining useful life of each lift
Compatibility with proposed bay layouts and structural requirements
Compliance with current safety standards and certification requirements
o Existing lifts deemed suitable may be relocated, refurbished, and reinstalled in the new
facility, subject to the following:
Must meet or be upgraded to meet current Automotive Lift Institute (ALI/ANSI)
certification standards
Must be compatible with the intended service class (light-, medium-, or heavy-
duty use)
Must include all required safety features, controls, and locking mechanisms
o The contractor shall include all costs associated with removal, transport, refurbishment,
recertification, and reinstallation in the base bid or as a clearly identified alternate

New Equipment Requirements (Where Reuse Is Not Feasible)
o Where existing equipment cannot be safely or economically repurposed, the contractor
shall provide new lift systems meeting the specifications outlined in this RFP
Design Integration Requirement
o Facility layout shall be designed to accommodate a combination of new and repurposed
equipment without compromising operational efficiency, safety clearances, or long-
term expandability
Heavy-Duty Service Capacity (High Priority)
Two (2) bays designed for heavy-duty vehicle and equipment service, including:
Bay 1 - Mobile Column Lift Bay
Equipped with mobile column lifts (set of 4-6)
Minimum 18,000-22,000 lb per column (72,000-132,000 lb combined capacity)
Capable of servicing fire apparatus, dump trucks, sanitation vehicles, and large
public works equipment
Mobile configuration to allow shared use across multiple bays
Bay 2 - Track Equipment Service Bay (Dozer/Tracked Equipment) *see appendix A
Equipped with an integrated rail system designed specifically for tracked
equipment such as dozers, excavators, and similar machinery
Rail system shall be flush-mounted in the slab and rated for heavy tracked loads
(minimum 80,000-100,000 lbs)
Includes jacking beams or synchronized hydraulic rail lifts to allow safe elevation
and service of track-mounted equipment
Bay shall include reinforced concrete slab, enhanced floor thickness, and
localized structural support for concentrated loads
Provide adequate clearance, approach angles, and door height/width to
accommodate lowboy loading/unloading and track entry

(minimum 24 ft recommended)

o One (1) bay equipped with heavy 2-post or 4-post lift
o Minimum 18,000-30,000 lb capacity
o Suitable for utility bodies, vans, and small equipment trucks
Light-Duty / Police Fleet Capacity
o One (1) bay equipped with 2-post lift(s)
o Minimum two (2) 10,000-12,000 lb lifts within the bay (if space allows)
o Optimized for high-turnover vehicles such as patrol cars and administrative fleet

Contract Terms
The selected Proposer will be required to enter into a contract including:

Minimum Qualifications
The Contractor must agree to maintain Workers' Compensation and liability insurance for a minimum of
one million dollars ($1,000,000) to protect the City from liability claims for damages because of bodily
injury, including death, and from liability for damages to property. The contractor will furnish a certificate
of said insurance to the City of Kingsland before beginning the work or with submission of proposal if
listed as part of the required documents.
No Corrections
Once a competitive proposal is submitted, the City shall NOT accept any request by any proposer to
correct errors or omissions in any calculations or competitive price submitted. The only exception to allow
a correction is the mistake must be clerical or mathematical in nature; it cannot be an error in judgment
such as failure to properly price performance costs; the nature of the mistake must be readily apparent
on the face of the bid itself; and the intended bid price must be apparent as well. The bidder cannot resort
to bid-preparation worksheets to prove its intended bid price. Based on the above circumstances, the
allowance of the correction will be at the discretion of the City of Kingsland.
Award
The contract will be awarded to the most responsible, responsive bidder whose submission, conforming
to the solicitation, will be most advantageous to the City of Kingsland price and other factors conferred,
such as quality of equipment, conformity of the specifications and warranty. Any proposer who is in
