I. INTRODUCTION
A. Purpose of the Request for Proposal (RFP)
The City of Trenton, Department of Water and Sewer is soliciting sealed Request
for Proposals through a fair and open process in accordance with N.J.S.A.
19:44A-20.4 et seq. from qualified companies (the “Firm” or “Firms”) to provide
Engineering and Consulting Services described in the scope of services. This
contract shall be awarded for a period of one (1) year.
B. Background
Trenton Water Works (TWW) is a Division within the City of Trentons Department
of Water and Sewer. TWW provides service to approximately 63,000 metered
customers and 217,000 people in the City of Trenton as well as portions of Ewing,
Hamilton, Hopewell, and Lawrence Townships through approximately 655 miles
of transmission and distribution mains. The water distribution system is made up
of four 1-million gallon above ground storage tanks, one 600,000-gallon hydro
pillar, a 1.2 million gallons standpipe for system storage, and a 100-million gallons
reservoir.
An Administrative Consent Order (ACO) to comply with the Lead and Copper
Rule (LCR) was issued to the City of Trenton on July 26, 2018 by New Jersey
Department of Environmental Protection (NJDEP), which is signed by the Mayor
of Trenton and a representative of NJDEP. This ACO was issued because of
Lead Action Level Exceedance during the first halves of 2017 and 2018. The
ACO has established deadlines for corrosion control treatment, source water
monitoring and treatment, lead service replacements and public education.
The ACO deadlines and conditions are currently being renegotiated with the
NJDEP.
Above and beyond the NJDEP-mandated work, Trenton Water Works has
committed to replace all of the lead service lines and/or to determine that the
service line material is not lead-containing for all services within its distribution
system, regardless of ownership as part of their Lead Service Line Replacement
Program (LSLRP). TWW is also writing ordinances for the City and the 4
municipalities that TWW serves to make the replacement work on lead-
containing service lines mandatory, regardless of ownership.
This RFP is for planning assistance, project oversight, bid assistance, construction
management, lead service line inventory management, funding assistance, and
more for multiple concurrent and staggered construction projects for Phase 2;
and bid assistance and funding assistance for Phase 3 of the larger LSLRP. The
anticipated contract duration will be approximately 1.5 years.

The general plan for the phasing of the overall LSLRP is as follows:
Phase 1 : March 2018 February 2021 ($27M total budget; about 4,000
addresses: 3850 replacements, 150 physical verifications, design and installation
of corrosion control treatment)
Phase 2 : July 2020 February 2022 ($25M total budget; about 5,000 addresses:
4,500 replacements, 500 physical verifications)
Phase 3 : April 2021 March 2022 ($15M total budget; about 3,000 addresses:
2,700 replacements, 300 physical verifications)
Phases 4 - 6: July 2021 December 2024 ($98M total budget; about 24,700
addresses: 17,000 replacements, 7,700 physical verifications)
II. SCOPE OF WORK
TWW is seeking qualified engineering consulting firms to submit proposals to
provide the professional services for the successful completion of TWW’s LSLRP
Phase 2 and Phase 3. Note that Phase 3 services shall cover the project needs
up to and including bid phase services. Phase 3 construction phase services will
be solicited by TWW under a future RFP once the financing of this project phase
becomes more certain. All work performed shall comply with the Lead and
Copper Rule (LCR) requirements. The scope of services is given below. All
project deliverables should be provided to TWW in editable format for their
future use as property of TWW.
1. Provide assistance with TWW’s loan and grant applications for the LSLRP,

4. Provide construction bid services,
5. Coordinate and provide construction management services,
6. Write draft reports for the NJDEP,
7. Manage inventory and project data through ArcGIS,
8. Assist TWW with public communication and outreach,
