Engineer of Record and Engineering Services During Construction (Hudson Tunnel Project)

The Gateway Development Commission (“GDC”) intends to release Request for Proposals (“RFP”) #GDC-25-029-OP for Engineer of Record and Engineering Services During Construction for the Hudson Tunnel Project (“HTP”).

This procurement will follow a qualifications-based selection methodology, as authorized by the Brooks Act (49 U.S.C. 5325(b)). This procurement will result in a multi-year contract covering multiple HTP construction packages between New York Penn Station in Manhattan and Amtrak’s Northeast Corridor (“NEC”) Allied Interlocking in Secaucus, New Jersey.

It is anticipated that the RFP will be available by March 17th, 2025 . Interested firms must register as a vendor through GDC’s Bonfire procurement portal to access the RFP and supporting documents. No paper copies will be distributed.
