Description



The City of Statesboro (City) is soliciting Statements of Qualifications (SOQs) and proposals from qualified firm(s) or organization(s) to provide consultant transportation design services for the Brannen Street to US Hwy 80 East Transportation Improvements Project. Under the terms of the resulting agreement, the selected consultant will provide engineering design services for the project. The project intends to install a new street from Brannen Street to US Hwy 80 East, and to eliminate or modify the intersection of Bernard Lane at Brannen Street. Coordination and permitting with the Georgia Department of Transportation is anticipated. The project area is bounded by Brannen Street, US Hwy 80 East, Veterans Memorial Parkway, and Cawana Road. All respondents to this RFQ are subject to instructions communicated in the document and are cautioned to completely review the entire RFQ/P and follow instructions carefully.

ENG-130B: Brannen Street to US Hwy 80 East Transportation Improvements
PROJECT LIMITS AND OVERVIEW
The project area is bounded by Brannen Street, US Hwy 80 East, Veterans Parkway, and Cawana
Road in the City of Statesboro (City). The City intends to construct a new street between
Brannen Street and US Hwy 80 East with curb & gutter to accommodate an increase in vehicular
traffic in the area. The City also intends to eliminate the intersection of Bernard Lane at Brannen
Street, due to its close proximity to Veterans Parkway. The project is funded by City TSPLOST
funds.
SCOPE OF SERVICES
The City of Statesboro is advertising for design services to provide conceptual roadway design
with the option to perform final design including, but not limited to, roadway, drainage, and
sidewalk construction for the street. Also, concept plan development of the Bernard Lane at
Brannen Street intersection removal to include removal of the raised concrete island in Brannen
Street at Veterans Memorial Parkway, and potential access to Veterans Memorial Parkway. Plan
production format will be in accordance with Georgia Department of Transportation (GDOT) Plan
Presentation Guide (PPG) and all design shall be in accordance with the latest AASHTO, MUTCD
and GDOT Standards and Specifications.
Design Work will be performed in two phases; phases and required deliverables are defined below:

Construction cost estimate to be used for bidding purposes. The format shall be
a MS Excel spreadsheet to be submitted at completion of Preliminary Design,
then updated for Final Design and Let for Construction.
An electronic copy of files and drawings in AutoCAD Civil 3D format, or a
format that will convert to AutoCAD, upon acceptance of the completed plans.
MicroStation format is acceptable.

to include, as applicable:

PROJECT SCHEDULE
The City expects the concept design plans for the project to be completed within four (4) months
of issuance of the Notice to Proceed. It is necessary for right-of-way & construction easement
acquisition to take place immediately following. The City desires to complete final plans within
10 months of issuing Notice to Proceed.
EVALUATION CRITERIA
Since this is a request for qualifications & proposal (RFQ/P) format, all submitted sealed bids
shall be evaluated by the following criteria: (Submittals will be evaluated on a 100-point scale
and ranked. At this point, submittals will receive an overall ranking. (Example: 1-10 in the event
of 10 submittals)
1. Experience with similar projects(25%).Provide information on consultant's experience
and ability in delivering effective services for projects of similar complexity, size, scope,
and function. Describe no more than five (5) projects in order of most relevant to least
relevant, which demonstrate the consultant's capabilities to provide services. Include
references for project owner.
2. Key staff assigned to the project (25%).Provide qualifications and experience on similar
projects of key staff assigned to this project in this proposal.
3. Project Approach(40%):
a. Provide technical approach to the design and engineering delivery of this project
that uniquely separates your firm from other consultants; Any unique skill or
service that you as the Consultant offers relative to addressing anticipated design
concepts, use of any alternative methods for delivery, and/or management of the
project.
b. Identify all challenges associated with design & engineering of this project that
separates your firm from other consultants and how your firm intends to avoid,
minimize, or mitigate these challenges, including quality control or assurance
procedures.
c. Provide any specific qualifications, skills, or knowledge of the project and project
area which may uniquely benefit the project.
d. Provide a detailed schedule that includes the scope of design services necessary to
deliver final plans suitable for the City to begin construction procurement
activities no later than ten months from issuance of Notice-to-Proceed with design
and engineering.

A final design cost proposal shall be submitted in a separately sealed envelope to be opened after
the consultant selection. The cost shall be for time and materials of services outlined in the Scope
of Services above.

SUBMITTAL INSTRUCTIONS
The submittal shall be provided on 8.5"x11" pages with minimum font size of 10. Provide three
hard copies of the submittal and one digital copy on a USB drive in a sealed envelope(s). Also
provide three copies of the cost proposal with one digital copy on USB Drive in a sealed
envelope(s). Submittals shall be delivered to Darren Prather, City of Statesboro Director of
Central Services, 22 West Grady Street, Statesboro, GA 30458.
Submittal Guidelines:
1. Cover Page,including project name, date, and company name.Maximum of one page.
2. Basic company information including company name, address, contact information,
website, staff, and ownership. Maximum of one page.
3. Affidavit under O.C.G.A. 13-10-91(b)(1) E-verify.Maximum of one page.
4. Signed cover page of any addenda issued.One page for each addenda.
5. Project Manager's experience and qualifications, including education, relevant
engineering and/or project management experience, and experience on similar projects.
Maximum of two pages.
6. Key Staff's experience and qualifications, including education, relevant experience in
applicable areas, and experience on similar projects. Key staff shall include at minimum
Principal-In-Charge, Survey, and Design Lead. Submittal may include additional key
staff, but no more than five total. Maximum of one page per staff member.
7. Prime Consultant's experience, including relevant projects with description, dates,
location and references, relevance to this proposed project, and involvement of key staff.
Maximum of two pages.
8. Area Class Table and Notice of Professional Consultant Qualifications,in accordance
with Required Area Classes listed above.Not included in page count.
9. Cost Proposal: Include cost proposal for Phase 1 and Phase 2.Cost Proposal will be
submitted in a separate sealed envelope from the SOQ, and is not included in the
page count.

TERMS AND CONDITIONS
1. Disqualification: Submissions may be disqualified for: a) receipt of the submission by the
City past the stated deadline; b) any irregularities; c) failure to complete requested
information correctly; or d) failure to comply with restrictions to firms. If in the opinion
of the City of Statesboro, the firm is not in a position to perform the contract, the
statement may be disqualified. The City reserves the right to waive any minor informality
or irregularities.
2. Firms who obtain this RFQ from Georgia Procurement Registry, City website, or from
other locations, areadvised to re-visit the above websites to obtain any addenda
which may be issued prior to the RFQ closing date. The City assumes no
responsibility for Firms' failure to acknowledge any addenda issued.

4. Non-Discrimination: The City of Statesboro, in accordance with Title VI of the Civil
Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal
Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21,
Nondiscrimination in Federally-assisted programs of the Department of Transportation
issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that
in any contract entered into pursuant to this advertisement, disadvantaged business

6. Liability: The City is not liable for any cost incurred in the preparation of the submission.
Nor is the City bound by any information provided unless reduced to writing and
distributed as a written addendum.
7. Clarification of submittals: The City reserves the right to seek clarification of any point in
a respondent's submission, or to obtain additional information.
8. Exceptions: Conditional submissions or those that take exception to the specifications
will be considered only at the discretion of the City Engineer.
9. Award: Award, if made, may be with the firm that is selected by the review committee
based on scoring using the evaluation criteria set forth herein; however, the purchaser
reserves the right to reject any and all submissions and to waive technicalities or
informalities associated with the submission, and to make the award that it deems is in
the best interest of the purchaser. The firm to whom the award is made will be notified at
the earliest possible date. The purchaser reserves the right to reject any submission from a
firm who has previously failed to perform properly, or to complete on time contracts of a
similar nature.
10.Insurance: The selected firm shall provide proof of purchase from and maintain with a
company or companies authorized to do business in the state of Georgia the following
types of insurance:
a. Statutorily required workers' compensation insurance.
b. Commercial general liability insurance, with an endorsement naming the County
as
an additional insured, and with limits of not less than $1,000,000.00 per
occurrence and $1,000,000.00 aggregate.
c. Motor vehicle liability insurance with limits of not less than $1,000,000.00 for
bodily injury to or death of one person in any one accident, and not less than
$2,000,000.00 because of bodily injury to or death of two or more persons in any
one accident; and not less than $250,000.00 because of injury to or destruction of
property.
d. Professional malpractice insurance (i.e., errors and omissions insurance) in an
amount not less than $1,000,000.00 per occurrence.

Project will be received by the City of Statesboro at 22 West Grady Street, Statesboro, Georgia
30458 (Attention: Darren Prather, City Purchasing Director) until 3:00 PM, Local Time on May
28th, 2026. Bids will be publicly opened and read aloud at 3:01 PM, on May 28th, 2026 in the
Municipal Courtroom.
Each BID must be submitted in a sealed envelope, addressed to the City of Statesboro, Attention
Darren Prather, 22 West Grady Street, Statesboro Georgia 30458. Each sealed envelope
containing a BID must be plainly marked on the outside as BID forENG_130B - Brannen St.
and Hwy 80 East Transportation Improvements Project and the envelope should bear on the
outside the name of the BIDDER, address, license number if applicable, and the name of the
project for which the BID is submitted. If forwarded by mail, the sealed envelope containing the
BID must be enclosed in another envelope addressed to the OWNER at City of Statesboro,
Attention Darren Prather, 50 East Main Street, Statesboro Georgia 30458.
All BIDS must be made on the required BID form. All blank spaces for BID prices must be filled
in, in ink or typewritten, and the BID form must be fully completed and executed when
submitted. Only one copy of the BID form is required.
The OWNER may waive any informalities, minor defects, or reject any and all BIDS. Any BID
may be withdrawn prior to the above scheduled time for the opening of BIDS or authorized
postponement thereof. Any BID received after the time and date specified shall not be
considered. No BIDDER may withdraw a BID within 60 days after the actual date of the opening
thereof. Should there be reasons why the contract cannot be awarded within the specified period
the time may be extended by mutual agreement between the OWNER and the BIDDER.
Georgia Department of Transportation Standard Specifications for Construction of
Transportation Systems, latest edition, to include most recent revisions, are the governing
standards for this project. All striping and signage shall be in accordance with current MUTCD
Standards.
BIDDERS must satisfy themselves of the accuracy of the estimated quantities in the BID
Schedule by examination of the site and a review of the drawings and specifications including
ADDENDA. After BIDS have been submitted, the BIDDER shall not assert that there was a
misunderstanding concerning the quantities of WORK or of the nature of the WORK to be done.
The OWNER shall provide to BIDDERS prior to BIDDING, all information that is pertinent to,
and delineates and describes, the land owned, and rights-of-way acquired or to be acquired.
The CONTRACT DOCUMENTS contain the provisions required for the construction of the
PROJECT. Information obtained from an officer, agent, or employee of the OWNER or any
other person shall not affect the risks or obligations assumed by the CONTRACTOR or relieve
him from fulfilling any of the conditions of the contract.

Attorneys-in-fact who sign BID BONDS or payment BONDS and performance BONDS must
file with each BOND a certified and effective dated copy of their power of attorney.
The party to whom the contract is awarded will be required to execute the Agreement within ten
(10) Calendar days from the date when NOTICE OF AWARD is delivered to the BIDDER. The
NOTICE OF AWARD shall be accompanied by the necessary Agreement form. In case of
failure of the BIDDER to execute the Agreement, the OWNER may at his option consider the
BIDDER in default.
The OWNER within ten (10) days of receipt of acceptable Agreement signed by the party to
whom the Agreement was awarded shall sign the Agreement and return to such party an
executed duplicate of the Agreement. Should the OWNER not execute the Agreement within
such period, the BIDDER may by WRITTEN NOTICE withdraw his signed Agreement. Such
notice of withdrawal shall be effective upon receipt of the notice by the OWNER.
The NOTICE TO PROCEED shall be issued within ten (10) days of the execution of the
Agreement by the OWNER. Should there be reasons why the NOTICE TO PROCEED cannot be
issued within the ten (10) day period or within the period mutually agreed upon, the
CONTRACTOR may terminate the Agreement without further liability on the part of either
party.
The OWNER may make such investigations as he deems necessary to determine the ability of
the BIDDER to perform the WORK, and the BIDDER shall furnish to the OWNER all such
information and data for this purposed as the OWNER may request. The OWNER reserves the
right to reject any BID if the evidence submitted by, or investigation of, such BIDDER fails to
satisfy the OWNER that such BIDDER is properly qualified to carry out the obligations of the
Agreement and to complete the WORK contemplated therein.
A conditional or qualified BID will not be accepted. Award will be made to the most responsible
BIDDER.
OWNER reserves the right to award project based on base bid only or any combination of
alternates, if applicable, at their sole discretion.
All applicable laws, ordinances, and the rules and regulations of all authorities having
jurisdiction over construction of the PROJECT shall apply to the contract throughout.
Each BIDDER is responsible for inspecting the site and for reading and being thoroughly
familiar with the CONTRACT DOCUMENTS. The failure or omission of any BIDDER to do
any of the foregoing shall in no way relieve any BIDDER from any obligation in respect to his
BID.
The low BIDDER shall supply the names and addresses of major material SUPPLIERS and
SUBCONTRACTORS when requested to do so by the OWNER. All bidders must have a State
of Georgia Contractors License
