1. Introduction & Project Overview
T he City of Rock Island Fire Department is requesting quotes from qualified contractors for a
c ommercial rehabilitation/maintenance project.
● Project Site Location*:

○ S tation #2: 9010 Ridgewood Road, Rock Island, IL
○ Station #3: 1601 30th Street, Rock Island, IL
○ Station #4: 3101 9th Street, Rock Island, IL
* Please provide a separate line item for each of the four (4) locations.
● Operational Status:Bidders must take notice thatthe Rock Island Fire Department
operates active, working fire stations that are manned 24 hours a day, 7 days a week, 365
days a year.
● P roject Coordination:The Fire Department will makea ll reasonable attempts to
a ccommodate and facilitate project workflows as milestones are completed, ensuring a
c ollaborative balance between emergency operations and construction progression.
● Funding & Compliance:T his project may utilize publicfunding. Accordingly, all work
must comply with applicable local building and zoning codes, State of Illinois
regulations, and Federal standards where applicable.

3. Scope of Work & Timeline
The selected contractor will act as the General Contractor for the project and will be responsible
for managing any required subcontractors.
Detailed Scope:
Exterior Joint Sealant & Weatherproofing
Project Location:Rock Island Fire Department (Stations1, 2, 3, and 4)
Project Objective:Evaluate, prepare, and seal allexterior man doors and windows across all
four fire stations to improve energy efficiency, prevent water infiltration, and block drafts and
pests.
3.1 Project Overview & Objective
T he Rock Island Fire Department is seeking proposals from qualified contractors to
provide comprehensive exterior sealing services for four (4) fire stations. The goal is to
identify and remediate failing or missing sealants around all exterior personnel doors
(man doors) and windows, thereby enhancing building durability, pest control, and
thermal efficiency.
3 .2 General Requirements & Contractor Responsibilities
● S ite Evaluation & Counting:The contractor is solelyresponsible for visiting all
four stations before submitting a bid to perform a physical count of all applicable
e xterior man doors and windows requiring work.
● Safety & Access:* The contractor must provide alln ecessary equipment (e.g.,
ladders, scaffolding, lifts, fall protection) to safely access high-elevation areas.
● N ote:Multiple windows are located on the second story.At least one station will
require the contractor to access the roof to properly service the windows.
● Operational Continuity:A ll stations are active 24/7e mergency response
facilities. The contractor must coordinate schedules with the Fire Department
administration to ensure zero interference with emergency apparatus deployment
o r personnel operations.
3.3 Detailed Scope of Work
Phase I: Assessment & Surface Preparation
● Inspection:Inspect all exterior man doors, frames,a nd window frames for gaps,
deteriorated caulking, or failed weather stripping.
● Removal:C ompletely remove all existing, degraded,o r failing caulk and sealant
from the joints using appropriate mechanical or hand tools.
● Cleaning:C lean and prep all joints to ensure theya re dry, free of dust, oil, old
residue, and debris. Apply primer if recommended by the sealant manufacturer for
specific substrates (e.g., masonry to metal).
P hase II: Sealant Application
● M aterial Selection:U se a high-grade, commercial,w eatherproof exterior sealant
(e.g., 100% silicone or polyurethane sealant) capable of withstanding extreme
weather, UV exposure, and joint expansion/contraction.
● Color Matching:All sealants must be color-matchedto the existing window
frames, door frames, or adjacent exterior wall substrates. Samples must be
approved by the Fire Chief before application.
● Application:Install backer rods in joints where thed epth exceeds manufacturer
specifications. Apply sealant smoothly and tool the joints to ensure a neat, clean,
and continuous watertight seal.
P hase III: Cleanup & Inspection
● D ebris Removal:C lean up and properly dispose of allold caulking, backing
m aterials, and project debris daily.
● F inal Walkthrough:C onduct a final inspection withthe Fire Chief to ensure
c omplete coverage, proper adhesion, and aesthetic satisfaction.

5 . Timeline & Submittals
Submittals Required with Bid:
● Total verified count of man doors and windows included in the bid.
● T echnical data sheets for the proposed sealant and backing materials.
● Warranty information (minimum 1-year workmanship warranty required).
6. Contractor Qualifications & Requirements
B idders must meet and provide proof of the following qualifications to be considered for a
c ontract award:
● L icensing & Registration:Active registration/goodstanding with the Illinois Secretary
o f State and possession of all required local and state professional licenses.
● P ermits:A bility to secure all required municipalb uilding permits (including providing
stamped drawings or additional plans if required for plan review).
● I nsurance:P roof of General Liability, Commercial Vehicle, and Workers' Compensation
Insurances, naming theC ity of Rock Islandas an additionalC ertificate Holder.
● Equipment:O wnership of, or documented access to,s ufficient equipment to complete
the work safely and efficiently.
7. Prevailing Wage Rates & Labor Laws
This project is subject to strict labor standards and wage regulations.
● Commercial Wage Policy:In accordance with IllinoisS tatutes and the City of Rock
Island policy, all contractors and subcontractors must adhere to the Federal Davis-Bacon
p revailing commercial wage rates (or the applicable Illinois Department of Labor
Prevailing Wage rates, whichever is higher). Residential wage rates do not apply to this
project.
● Owner-Operators:Owner-operators are not exempt andm ust pay themselves prevailing
wage rates.
● D ocumentation:B idders must complete and attach aP roject Wage Rate Sheet outlining
the job classification, hourly wage, and fringe benefits for every worker. Certified payroll
d ocumentation will be required throughout the project.
● A pprentices:Valid U.S. Department of Labor (DOL)a pprentice certification is required
for all apprentices utilized on-site.
8 . Quote Preparation Guidelines
T o ensure a fair evaluation, your emailed quote packet must include:
1. Company Identifiers:L egal Company Name, Federal TaxID Number (EIN), and
SAM.gov Entity ID Number (if applicable).
2. Contact Info:Authorized contact person's name, phonen umber, email address, date, and
formal signature.
3 . S ubcontractor List:C lear identification of any subcontractorsintended for use on the
p roject.
9 . Evaluation & Award Process
The City of Rock Island Fire Department will review all quotes for responsiveness. The lowest
monetary quote does not automatically guarantee a contract award. Evaluation criteria include,
but are not limited to:
● Total competitive pricing
● Professional experience, references, and previous work history
● Verification of state licenses, insurance certificates, and bonding
● F inancial stability and operator experience
T he City reserves the right, at its sole discretion, to reject any or all quotes or to determine which
contractor is most responsive to this invitation.
