This is a Notice of Intent, NOT a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Enduvo Inc., 2601 W. Lake Avenue, Suite A6-110, Peoria, Illinois 61615, to procure an annual renewal of Enduvo Enterprise Edition PRIVATE Creator Software License, proprietary in nature, to the support of the established the NIAID Biovisualization Laboratory.
The NIAID, Bioinformatics and Computational Biosciences Branch is seeking to purchase an annual renewal of the Enduvo software platform, which is used in creating virtual and augmented reality (VR/AR) for training research and educational preparation in the NIAID Biovisualization Laboratory. This is a program aimed toward developing a dedicated facility to provide NIAID staff with various options for advanced visualization experiences. Currently located at 5601 Fishers Lane, the BioViz Lab hosts four workstations, each with high-end computational and graphics processing hardware to support the most advanced requirements of VR and AR devices and applications. This software has been in use for more than 4 plus year, and is the backbone of existing and planned projects. Therefore, this requirement is to continue access to our existing software and concurrent licenses. Enduvo software and all of its component parts are the exclusive property of Enduvo. The licenses are proprietary software which can only be obtained from the manufacturer.

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply or service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability by 11:00am - EST, Thursday, December 12, 2024. All capability statements must be submitted via the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must
register in the eSASS system to submit a quotation. Instructions on how to register / submit
capability statements are included on the website. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer that will be considered by this Agency.
