PART I GENERAL INFORMATION
I-1. Purpose
This Request for Information (“RFI”) provides an opportunity for interested entities (hereinafter
“Responding Entities”) to provide input into Pennsylvania’s Employer Skills Fund Program. The
purpose of this RFI is to obtain information from Responding Entities to assist the Pennsylvania
Department of Community and Economic Development (hereinafter “DCED”) to develop new and
innovative solutions to increase recruitment return on investment, reduce onboarding costs and increase
employee retention rates, ultimately shrinking the skills gap for Pennsylvania businesses.
I-2. Issuing Office
DCED’s Financial Management Center, Budget Office issued this RFI on behalf of the Commonwealth.
The sole point of contact in DCED for this RFI shall be the Issuing Officer, Nicole Lindsay-Lane,
Procurement Officer, Commonwealth Keystone Building, 400 North Street, 4th Floor, Harrisburg, PA
17120-0041, is nlindsay-l@pa.gov. Please refer all inquiries to the Issuing Officer. ANY
QUESTIONS PERTAINING TO THIS RFI SHALL BE DIRECTED IN WRITING TO THE
ISSUING OFFICE IDENTIFIED IN THIS SECTION I-2; PHONE CALLS WILL NOT BE
ACCEPTED.
I-3. Background
Daily, DCED hears from employers that they need a skilled workforce now. Many employers are losing
business because they do not have the workforce they need to grow. Through Executive Order 2019-
02, Governor Wolf announced the formation of the Keystone Economic Development and Workforce
Command Center. The Center brings together multiple state agencies, the private sector and the trades
to collectively and in a uniform manner, target public and private programs and resources to address
Pennsylvania’s workforce shortage and talent needs. The Command Center will address workforce
shortages, recommend ways to better coordinate workforce and economic development programs
across state agencies, and identify barriers that may prevent someone from working or prevent
businesses from hiring skilled workers.
Through increased public-private collaboration across all stakeholders working with business and job
seekers, DCED envisions a future in which:
Businesses are poised to grow in a global economy;
The skills gap has shrunk;
All Pennsylvanians are prepared to work in the 21st Century economy and beyond.
The Employer Skills Fund Program will reinforce the Governor’s overall mission to advance
Pennsylvania’s workforce as the best in the nation by providing resources to implement new and
innovative workforce development platforms.

I-4. Objectives
To develop the Pennsylvania Employer Skills Fund Program, DCED must:
Understand the barriers to closing the skills gap;
Understand the skills gap impact to existing businesses;
Identify new and innovative approaches and solutions to increase recruitment return on
investment, reduce onboarding costs and increase employee retention rates, ultimately
shrinking the skills gap for Pennsylvania businesses.
I-5. Addenda to the RFI
If the Issuing Office deems it necessary to revise any part of this RFI before the response date, the
Issuing Office will post an addendum to the DGS website at http://www.emarketplace.state.pa.us. It is
the Responding Entity’s responsibility to periodically check the website for any new information or
addenda to the RFI.
I-6. Requirements
Responding Entities must provide a response electronically via email.
Electronic responses shall be emailed to nlindsay-l@pa.gov no later than the date and time established
on the Calendar of Events.
Please prepare responses simply, providing straightforward and concise language and descriptions. All
responses should be produced in 12-point font, double spaced. Please limit your response to no more
than 3-4 pages.
Please include a cover letter with the following information:
1. An introduction to the Responding Entity’s organization.
2. General information about the respondent and respondent’s organization, including an address and
a point of contact along with a telephone number and an email address.
I-7. Information Handling
Any information obtained from DCED by Responding Entities during the course of this RFI shall be
considered confidential and shall not be disseminated nor discussed except as necessary to respond to
this RFI or as required by law.
All responses and response deliverables, once submitted to DCED, become the property of DCED and
DCED shall have unrestricted authority to reproduce, distribute, and use any submitted report or data
designed or developed and delivered to DCED as part of the performance of this RFI.
I-8. DCED Questions for Responding Entities
Responding Entities shall develop responses to the following questions, communicated from the
Responding Entity’s perspective to DCED using the following guiding principles where possible:
1. Innovative design;
2. Evidence-based practices;
3. Public/Private collaboration;
4. Sustainability. (All projects/ideas need to include a sustainability plan to ensure they can
continue post-state funding.)
