1 INTRODUCTION
1.1 Purpose
The City of Raleigh (COR) is solicitating proposals from one or more firm(s) with which
to contract for the following services:
City of Raleigh is soliciting proposals from qualified physicians or organizations
capable of providing part-time, on-site physician services on a regular basis.
Occupational Health Physicians are preferred, especially those with experience in
completing public safety physicals, however other qualified physicians may be
considered.
Contract, on-site, licensed physician will work in our Employee Health Center
(EHC) on a part-time basis (3-5 days per week and 20-30 hours). Specific days
and exact hours of coverage will be mutually agreed upon during contract
development phase.
o The EHC is staffed by two nurses and is located at 310 W. Martin Street,
Raleigh NC 27601.
o The EHC operating hours are 7:30am – 4:15 pm. The physician will be
scheduled to provide on-site services within this timeframe, in accordance
with the agreed-upon schedule.
o The EHC is established and operated to provide limited health and medical
services for the employees of the City.
The EHC provides the following services: evaluation / treatment /
triage of on-the-job injuries and illnesses, employment related
physicals, vision screening, hearing screening, drug and alcohol
testing, various blood testing, administration of vaccines, facilitation
of management directed referrals under the Employee Assistance
Program (EAP), and the facilitation of accommodation requests
under the Americans with Disability Act (ADA).
Selected on-site physician will
o Provide medical oversight of the City's Employee Health Center, including
ordering/administrating blood work and vaccines.
o Provide evaluation and treatment of work-related injuries and illnesses.
o Conduct employment related physical exams (pre-employment, DOT
physicals, physicals for safety sensitive positions, and public safety
physicals for Police Officers, Firefighters, and Telecommunicators. Public
Safety Physicals must comply with all applicable laws and regulations,
including but not limited to those requirements set forth by National Fire
Protection Association (NFPA) Standard 1582, North Carolina Department
of Justice (NCDOJ), and Federal Motor Carrier Safety Administration
(FMCSA). Due to compliance standards, a physician with experience
conducting public safety physicals is strongly preferred.
o Serve as Medical Review Officer (MRO).
o Provide medical oversight and direction of the City's Employee Health
Center Staff whom the City employs.

o Ensure that the City operates in compliance with all applicable laws and
regulations, included but not limited to HIPAA, OSHA, NCDHHS, NCDOT,
FHWA, and NCDOJ.

1.2 Background

The purpose of this Request for Proposal (RFP) is to procure Employer Directed Medical
Care services consistent with the terms and conditions set forth herein. The final scope of
services will be negotiated with the successful Offeror.

1.4 Pre-Proposal Conference
If the City of Raleigh elects to conduct a Pre-Proposal Conference or Site Visit, attendance
by prospective proposers is strongly encouraged but is not mandatory. Prospective
Proposers are encouraged to submit written questions in advance. Date, time, and
location of pre-proposal conference is shown above in the RFP Timeline (Section 1.3).
1.5 Proposal Questions
Requests for clarification and questions to this RFP must be received by the City not later
than the date shown above in the RFP Timeline (Section 1.3) for the submittal of written
inquires. The firm’s failure to request clarification and submit questions by the date in the
RFP Timeline above shall be considered to constitute the firm’s acceptance of all City’s
terms and conditions and requirements.
The City shall issue addenda reflecting questions and answers to this RFP, if any, and
shall be posted to North Carolina electronic Vendor Portal (eVP). No information,
instruction or advice provided orally or informally by any City personnel, whether made in
response to a question or otherwise in connection with this RFP, shall be considered
