Employee Wellness Clinic

The City of Lakeland, Florida invites qualified healthcare service providers to submit proposals to establish and operate an employee wellness clinic. The clinic will provide episodic/urgent care, preventive health services with lab work, worker-related injury triage, pre-employment exams and screenings, annual fit-for-duty testing, limited prescription dispensing and other services that would be beneficial to eligible City members. The City is also asking for proposals to include services for retirees, spouses and children, which are not currently offered due to the size of the current clinic. The City would consider adding services for retirees, spouses and children in phases. The goal is to improve employee health outcomes, reduce healthcare costs, expedite return-to-work timelines, and enhance workplace productivity.

Contract Negotiations:

After reviewing the proposals, the City intends to enter contract negotiations with the selected firm. These negotiations could include all aspects of service and fees. If the contract is not finalized in a reasonable period, the City will open negotiations with the next ranked firm.

Contract Term:

It is the intent to award a contract for five years with five one-year renewals with contract renewals at the discretion of the City.

The City of Lakeland currently self-insures its medical insurance with UnitedHealthcare. This arrangement has been in place sin ce January 1, 2003 . The current medical plan has four plan options (a summary of benefits is provided in the attachment section of this RFP) utilizing the Choice Plus and Choice networks. As of March 30, 2026 there are approximately 2073 active employees eligible for the City's medical plan with 1871 currently enrolled in one of the four plans offered. There are 3,811 total members enrolled on a medical plan, which includes the 1871 active employ ees, 491 retirees and 593 spouses and 856 children. The City opened the On-site Employee Wellne ss Clinic in 2007 . Cur rently the clinic offers services that include episodic/urgent care, health risk assessments, lab work, work-related injury triage, pre-employment screenings and limited prescription medication dispensing. The clinic is operated by Marathon Health (previously known as Healthstat Wellness Inc and Everside Health), a third-party vendor. The clinic is open Monday - Friday from 7:30am - 4:30pm, a to tal of 45 h ours per week and is closed on observed City holidays. The staff includes two full-time nurse practitioners, two full-time certified medical assistants and a part-time dietician. Contracted services are provided through the clinic for on-site physical therapy for work-related injuries. Limited virtual services are also provided.
