The City of Thousand Oaks seeks proposals from qualified firms to design, manage, provide expert guidance and present results of a Citywide employee assessment/engagement survey and conduct employee onboarding/exit surveys. In accordance with the Scope of Work specified in this Request for Proposals/Qualifications (RFP/Q), the purpose of the survey(s) include but are not limited to: measuring employee engagement, attitudes, and perceptions; gauging sense of belonging, employee wellness and recognition; gaining an overall understanding of current organizational health; and leveraging data to enhance decisions and improve well-being of staff. The survey(s) results will be used to drive cultural improvement initiatives, assist with change management, leverage strengths, and further develop strategies for training and development. The City intends to award a three-year agreement with potential extension options. The City desires to launch the initial citywide employee assessment/engagement survey by March 2026.
The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five elected members through district-based elections, with one member serving as Mayor on an annual basis.
Employee surveys were previously conducted in 2015, 2018, and 2022. Since that time, the City has refocused its efforts on employee engagement and development, implementing a Learning Management System, hiring a dedicated Talent Development Specialist and new HR Director, and creating a hybrid workplace model; amongst other cultural and inclusiveness initiatives and improvements. The survey is intended to monitor progress on employee concerns from the prior surveys, gauge the entire lifecycle of the employee experience, and set a new baseline for continued improvement efforts.
The City employs approximately 400 full-time and 150 part-time employees. Staff report to five facilities in various locations throughout the City; City Hall/Civic Arts Plaza, the Municipal Service Center, Hill Canyon Treatment Plant (Wastewater Treatment), the Grant Brimhall Library, and the Newbury Park Library.

The City contracts for police services from the Ventura County Sheriff’s Office. Fire services are provided by the Ventura County Fire Protection District. Recreation and park services are provided by the Conejo Recreation and Park District.
