1. GENERAL INSTRUCTIONS FOR PROPOSERS:
1.1 Artificial Intelligence (AI) Disclosure:
Portions of this solicitation may have been prepared or modified with the assistance of Artificial Intelligence (AI)
technologies. All such content has been reviewed, verified, and approved for accuracy and compliance by the
Purchasing Agent prior to issuance.
1.2 Cooperative Use
Other governmental entities may piggyback on the award of this solicitation, assuming the award vendor is
amenable, and should contact Larimer County Purchasing for any necessary procurement documents. The
entity will deal directly with the award vendor concerning the placement of Purchase Orders, freight charges,
contracting and disputes, invoicing, and payment. Larimer County will not be held liable or responsible for any
liability, claims, costs, damages, demands, actions, losses, judgments or expenses incurred by the vendor or
any government entity relating to such use.

Larimer County hereby notifies all Proposers they will be afforded full and fair opportunity to submit a Proposal

1.4 Payment:
Payment for work performed or goods sold to Larimer County can be expected within 30 days after receipt of
the invoice and satisfactory acceptance by the Department receiving the service or goods (unless otherwise
stated and agreed to by County).
1.5 Proposal Consideration:
Larimer County reserves the right to reject any and or all proposals, to further negotiate with any and/or all
qualified proposers and to waive informalities and irregularities in proposals received, and to accept any
portion of the proposal if deemed to be in the best interest of Larimer County to do so. If, in the sole judgment
of the Board of County Commissioners, the proposals are substantially equal, the Board may grant the contract
to companies located in Larimer County, however this is not applicable in the case that Federal funds are
used.
1.6 Proposal Preparation:
Proposers will not be compensated for generating, producing, or duplicating any proposal materials associated
with this RFP. Proposals must be furnished exclusive of any Federal, State, or Local taxes; Larimer County is
tax exempt.
1.7 Proposal Submission:
Proposers must be registered with BidNet in order to submit a proposal; registration is free. Larimer County
strongly recommends proposers register well in advance of the submittal deadline to ensure they have
adequate time to upload and submit their proposal.
It is the sole responsibility of the Proposer to ensure all required Proposal documents are submitted through
BidNet by the submission deadline. Proposals will be time-stamped by BidNet upon receipt; BidNet does not
allow for uploading or submitting Proposal documents after the Proposal submittals deadline has passed, so
allow adequate time to upload and submit your Proposal prior to the deadline. Larimer County will not accept
uploads that are "saved" but not "submitted". To verify that a Proposal has been submitted successfully,

2. PROJECT OVERVIEW:
The Larimer County Department of Human Services (LCDHS) is seeking a contractor to provide, implement
and maintain an intranet platform which will replace their existing platform (Simpplr) and build a foundation for
a digital workplace. The primary objective is to develop a modern, responsive intranet platform that serves as a
communication, collaboration, and centralized information hub. The selected solution may be extended
beyond LCDHS to other parts of the County in future.
3. QUALIFICATIONS:
Qualifications, at a minimum, include the following minimum (pass/fail) items. Proposals must clearly
document (with dates/details) explicitly how these qualifications have been met; proposals that do not meet this
requirement will be deemed NONRESPONSIVE and rejected.
3.1. Must provide evidence of a minimum of three (3) years of experience in implementing and maintaining
an employee intranet platform.
3.2. Must provide three (3) references for similar scopes of work, within the last three (3) years.
3.3. Must submit a Colorado Certificate of Good Standing issued by the Colorado Secretary of State.
4. SCOPE OF WORK:
Larimer County seeks a Contractor that, at a minimum, will provide, perform, and/or furnish the following:
4.1. Functional, Technical, and Compliance
4.1.1. Solution has the ability to integrate with common government systems such as SSO (Okta), IT
Ticketing Systems (Jira Service Management), Google, Zoom or other systems that Larimer County
uses to stay connected with employees.
4.1.2. Solution adheres to Web Content Accessibility Guidelines (WCAG) 2.1.
4.1.3. Contractor has knowledge of and experience around governmental structures and departmental silos
as well as Criminal Justice Information Services (CJIS), Health Insurance Portability and Accountability
Act (HIPAA), and Personally Identifiable Information (PII) protections.
4.1.4. Contractor guarantees that the information and content shared in the system will remain confidential
and owned by Larimer County.

4.1.5. Selected contractor will provide a content governance life cycle plan as well as analytics available to
administrators about a variety of areas in the system.
4.1.6. Selected contractor will provide a documented technical support plan and Service Level Agreements
that outline the support available to Larimer County during and after implementation.
4.1.7. Solution has a fully responsive and stable interface for desktops as well as a mobile app for field
employees who are not behind a desk.
4.1.8. Selected contractor will provide a technical road map for the employee intranet platform for three (3)
years at a minimum.
4.2 Deliverables include but are not limited to the following:
4.2.1. Develop and implement an intranet platform that serves as a communication, collaboration, and
centralized information hub.
4.2.2. Streamlined access to employee services and resources
4.2.3. Enhanced mobile services for field workers and remote employees
4.2.4. Proficient content search capabilities
4.2.5. Training plan targeted to Administrators, content creators, and end users as well as training assets
such as "train-the-trainer" guides, video tutorials, and a searchable help center
4.2.6. End-to-end migration of legacy content from specific Human Services and Larimer County
websites. This includes data mapping, custom execution, and collaboration with Larimer County
stakeholders
4.2.7. Implementation of an administrative Key Performance Indicator (KPI) dashboard tracking
engagement, sentiment analysis on surveys, and compliance metrics
4.2.8. A complete solution that encompasses the specific features detailed in Attachment A- Functionality
& Tool Requirements Spreadsheet.
5. INSURANCE:
BEFORE submitting your company proposal, confirm with your insurance carrier that your company can meet
the insurance requirements published in the solicitation. Your company insurance coverages should be
correctly noted in the most current EOC. NOTE: All Larimer County contracts require that the Award Vendor
possess appropriate insurance at all times during the contract; these coverages are purchased at the
company's expense. The County's insurance requirements may necessitate a company adding or increasing
coverage/limits, and those changes may impact pricing for the proposed project. These costs must be included
in your pricing at the time of submission and will not be permitted to be added later.
5a. INSURANCE REQUIREMENTS:
Prior to commencement of any work, contractor/vendor shall provide a Certificate(s) of Insurance to Larimer
County Attn: Larimer County, 200 West Oak St., Suite 4000, Fort Collins, Colorado 80521 as the Certificate
Holder. The insurance required herein shall be procured and maintained in full force and effect for the
duration of the Contract or Agreement and shall be written for not less than the following amounts, or greater
if required by law. Such certificate shall be delivered to dhscontracts@co.larimer.co.us.
I. Workers' Compensation and Employers' Liability
A. State of Colorado: Statutory

goods/service provided as outlined in agreement (i.e. only commuting to job site).

VI. Third-Party Fidelity/Crime Insurance $1,000,000
VII. Minimum required limits set forth herein may be met by utilizing a combination of excess/umbrella
policies in conjunction with primary insurance policies if necessary.
VIII. General Liability and Automobile Liability insurance policies shall include Larimer County and its
elected and appointed officials and employees as additional insureds as their interests may appear.
IX. The County reserves the right to reject any insurer it deems not financially acceptable by insurance
industry standards. Property and Liability Insurance Companies shall be licensed to do business in the
State of Colorado and shall have an AM Best rating of not less than A- VII.
X. Notice of Cancellation: Each insurance policy required by the insurance provision of this Contract or
Agreement shall provide the required coverage and shall not be suspended, voided, or canceled.
Should any of the required policies be cancelled before the expiration date, notice shall be delivered to
Larimer County, 200 West Oak St. Suite 4000, Fort Collins, CO 80521 or InsuranceCert@larimer.org.
XI. Subcontractors: If subcontractors are used by vendor in the performance of contracted services, all
subcontractors are required to carry insurance coverage consistent with the limits as listed in this
document and the subcontractor must include Larimer County an additional insured as described in
section VIII.
ANY DEVIATIONS FROM THE STANDARDS GIVEN ABOVE MUST BE APPROVED BY THE LARIMER
COUNTY RISK MANAGEMENT DEPARTMENT.

7. AWARD AND AGREEMENT:
A formal agreement will be awarded to the contractor with the most responsible, responsive, reasonable
proposal, deemed the best value, best fit, and most advantageous to the County (Interviews may be held,
demonstrations may be requested, and references may be contacted, to assist in the decision for award).
7.1. Except as stated in the following paragraph, the County's Master Agreement- Software as a Service
(Attachment B) will be used as the template for the contract between the County and the award vendor. A
sample copy of agreement is included with this RFP as Attachment B - Master Agreement- Software as a
Service.
7.2. If you would like the County to consider the use of a contract template other than Attachment B, submit
a copy of the contract template with your Proposal. If the County agrees to use your contract template, it
must be revised prior to execution to include provisions consistent with the provisions shown in
Attachment C - Larimer County Special Provisions.
7.3. State any exceptions or requested additions to Attachment B and/or Attachment C and submit with
your proposal; these requests will not be accepted after the Proposal has closed. The County makes no
guarantee of any changes or concessions but will review and may consider requests submitted.
7.4. If the County will be required to sign any third-party agreements, such agreements must be included
with your proposal.
7.5. The County's federal exhibit, attached as Exhibit D in Attachment B - Master Agreement- Software as
a Service, must be incorporated into the contract.
The term of the agreement will be for one (1) year. The County, at its sole option, may offer to extend this
Contract for up to four (4) additional one-year terms. The extension option may be exercised providing
satisfactory service is given, and must be mutually agreed upon in writing, by and between the County and the
Award Vendor.
Upon Notice of Award, the Award Vendor will be required to submit a valid Certificate of Insurance (COI) that
meets, at a minimum, the Insurance Requirements published in the solicitation. This valid COI must be
received by Larimer County within 10 calendar days of the Notice of Award and must include Larimer County
listed as Additional Insured and Certificate Holder.

8. PROPOSAL SUBMITTAL REQUIREMENTS:
Following submission directions detailed starting on page two (2) of this solicitation, submit your non-redacted
proposal addressing each of the following items in the order provided below.
Proposers are encouraged, but not required, to also provide one (1) redacted .pdf proposal, excluding any
information that is not subject to disclosure under the Colorado Open Records Act ("CORA"), see page three
(3) for additional information. If we do not receive a redacted copy, the proposer's original copy will be used to
satisfy public records requests.
Proposals shall be a maximum of 40 pages with no significant font less than 11pt Arial and address all items
listed below. All parts of the proposal shall be combined and submitted as one (1) single .pdf file; proposals
comprised of multiple separate files or not as directed herein are not acceptable and may be rejected.
Incomplete proposals, proposals that do not adhere to the page maximum, or proposals that do not address
each of the following items in the order as outlined below may be rejected.

4. The County anticipates that the selected vendor will sign the County's "Master Agreement- Software as
a Service" which is included as Attachment B. In this section, you must specifically address any issues
with the agreement and propose solutions.
5. Explicitly describe/explain how your firm meets or exceeds the QUALIFICATIONS stated earlier in this
RFP. Be specific with dates and details, as the minimum qualifications are a pass/fail and proposals
that do not meet these qualifications will be deemed NONRESPONSIVE and rejected.
5.1. Must provide evidence of a minimum of three (3) years of experience in implementing and
maintaining an employee intranet platform.
5.2. Must provide three (3) references for similar scopes of work, within the last three (3) years.
5.2.1. Include company name, contact name and title, contact phone number and email
address, and information on the type of services you provided.
5.3. Must submit a Colorado Certificate of Good Standing issued by the Colorado Secretary of State.
6. Provide a copy of your Evidence of Coverage Certificate (EOC) or Certificate of Insurance (COI) that
most closely reflects the insurance requirements described in this solicitation.
6.1. Provide statements to answer the following questions:
6.1.1. Does coverage meet minimum project requirements?
6.1.2. Can this coverage be extended for work on this project?
6.1.3. Can coverage be increased?
6.1.4. Can the County be listed as an additional insured?
7. Environmental, Social, Governance (ESG)
7.1. Describe any skills training or experience with cultural competency that the staff who will be
providing these services have received or possess. How will they be prepared to assist clients
from diverse backgrounds and cultures in a culturally competent manner?
7.2. Describe how your firm develops a welcoming and accepting workforce. Include information
regarding the approach(es) used for recruitment, internal on-the-job training, mentoring, technical
training and/or professional development. Additionally, provide information on your firm's
employee retention.
8. Submit completed Attachment A - Functionality and Tool Requirements Spreadsheet.
9. Pricing:

9.1. Provide detailed pricing for implementation and support for year 1, and years 2 through 5,
including;
9.1.1. Pricing for a minimum of 500 users up to 2,700 users
9.1.2. Include all terms of annual costs and annual increases
9.1.3. Pricing inclusive of data migration, all integration development/support costs, use of
APIs, ongoing updates to meet compliance/regulations
10. Provide a Project Implementation Description including but not limited to:

10.3. Training/tech support resources (during and after implementation)
11. Submit three (3) case studies where your organization integrated an intranet with a government
agency, what systems were integrated and results of the implementation and adoption of the tool in the
organization.
12. Provide your organization's VPAT and/or current WCAG 2.1 Compliance rating. Explain your specific
process for ensuring or obtaining WCAG 2.1 Level AA Compliance.
13. Explain how your platform handles tiered permissions for different departments while maintaining a
unified County brand.
14. Explain the content migration process from Google Sites or another intranet platform.
15. Describe your knowledge of and experience around governmental structures and departmental silos as
well as Criminal Justice Information Services (CJIS), Health Insurance Portability and Accountability Act
(HIPAA), and Personally Identifiable Information (PII) protections.
16. Security
16.1. Describe the user roles and permissions and how they are managed.
16.2. Describe the system audit logging capability, granularity, retention and access.
16.3. Provide certification and/or proof that data is encrypted at rest and in transit if it contains PII,
PHI, IIHI, PCI data.
16.4. Describe the system testing and monitoring processes across the entire solution: database,
servers, applications, integrations, services, etc.
16.5. Describe any limitations for Larimer County to be able to restrict access (access lists)
segmentation to the system to specific or blocks of IP addresses so that the system can be
accessed remotely but is not openly available.
16.6. Identify any components and/or applications required to support the system which run as
services without the need for a specific user to be logged into the server. Describe how they are
monitored for security, performance, and up time.
16.7. Specify if any component of the system or third-party integrations are hosted or managed
outside of the United States.
17. Cloud Hosting
17.1. For a cloud solution, describe options for local redundancy for mitigating down time due to loss
of internet access.
17.2. Describe your disaster recovery capabilities.
17.3. Describe how you monitor and assess security vulnerabilities.
17.4. Describe your processes & procedures for ensuring a secure database that is safe from security
breaches.
17.5. Describe under what circumstances you would notify an organization of a security breach.
17.6. Describe your processes for giving and revoking access and permissions to our data for your
current employees as well as any contracted third parties. This may include background checks,
user acceptance by signature of standards/requirements, user adherence to required
training/standards, and protection of access by former and non-employees.
17.7. Describe the process for system backups and restores.
17.8. Describe the process and SLA for managing planned system outages.
17.9. Describe the process for managing unplanned system outages.
18. Reports & Analytics
18.1. Describe the reporting options included with the proposed solution such as searches, ad-hoc
queries, dashboards, reports, etc.

18.2. List the standard report categories included in the proposed solution.
18.3. Describe the options for creating and updating report templates.
18.4. Describe the options for sharing query results and generated reports.
18.5. List any limitations for Larimer County accessing the database tables.
18.6. Describe any potential system performance issues that can arise from multiple users generating

19.1. List all existing APIs developed for your solution that utilize REST and OAuth connections. If
possible, please include a link to your services and/or documentation.
