Incomplete proposals or those from vendors on the convicted vendor list (Section 287.133, F.S.) will be disqualified .

The purpose of this solicitation is to solicit proposals from licensed qualified firms to provide employee benefits consulting services. The purpose of this Request for Proposal (RFP) is to establish a multi-year contract with one (1) qualified firm for basic Benefits Consulting Services for a fixed annual fee, additional fixed hourly fees for additional basic Human Resources Consulting, and Not-to-exceed reimbursable expense.

Proposers are to submit one (1) hardcopy and one (1) digital copy saved on a USB flash drive or CD/DVD in searchable Adobe Portable Document Format (pdf) or .ZIP file format and Excel (xls or .xlsx) when price sheet form provided, with minimum resolution of 300dpi.

Qualifications:

1.        Proposers must be registered in Florida (www.sunbiz.org), to conduct business in the State of Florida
2.        A minimum of five (5) years of experience providing employee benefits consulting services to public-sector or private entities
3.        Hold a professional certification in employee benefits such as Certified Employee Benefits Specialist (CEBS), Health Rosetta Certified, or Certified Benefits Professional (CBP).
4.        Experience supporting self-funded, partially self-funded or fully funded employer sponsored medical, dental, vision and life benefit plans to include core and voluntary products
5.        Demonstrated experience with benefits-related RFP development, vendor negotiations, and contract oversight.
6.        Ability to provide [TM1.1]services without conflicts of interest and in a vendor-neutral advisory capacity.

Special Requirements:

CONE OF SILENCE
In accordance with Florida Statutes § 286.0113, a Cone of Silence is in effect for this solicitation, prohibiting communication between vendors and City officials, employees, or agents, except with the designated representative noted in the solicitation documents. The Cone of Silence is designed to protect the professional integrity of the public procurement process by shielding it from undue influence prior to the recommendation of contract award. This restriction applies from the time of advertisement until the Notice of Award is posted and is designed to ensure the integrity of the procurement process. Vendors must refrain from contacting City Council members, officers, or employees regarding this solicitation. Violations may result in disqualification. The Cone of Silence does not apply to communications with the designated representative or discussions at a duly noticed Pre-Bid Conference or public meeting. Violations may result in disqualification and potential debarment from future solicitations. This period ends upon the issuance of the Notice of Award.
