Description
GEMA seeks a Supplier to provide transportation management emergency operational support services for emergency evacuations in support of a natural or man-made disaster. Operational portions of this contract are expected to be activated only during a Governor's declaration of a State of Emergency. Operational support is being solicited for the State Operations Center and the operation of State Staging Areas (SSA). GEMA/HS may activate the operational portions of this contract to support a request from authorized local officials for evacuation assistance, to support a Governor ordered evacuation, or at the direction of the Georgia Emergency Management and Homeland Security Agency Director or Deputy Director for Emergency Management. Planning, training, and exercise requirements exist outside of emergency operational support portions of this contract and supplier will be compensated based on actual and agreed upon participation in said planning, training, and exercise activities. This creates an immediate need for subject matter experts (SME) to assist GEMA with evacuation planning and to provide personnel to assist with the management of the evacuation plan in the State Operations Center (SOC) and field operations (State Staging Areas) in the execution of staging of vehicles/drivers, pick-up from various locations (determined by the event) and drop-off of evacuees in a safe area as determined by GEMA. The highest risk counties in Georgia that may require evacuation are the six counties bordering the Atlantic Ocean (Camden, Glynn, McIntosh, Liberty, Bryan and Chatham) and the six inland counties of Coastal Georgia (Charlton, Brantley, Pierce, Wayne, Long and Effingham). Vehicles to include various types of buses (commercial, school, etc.), paratransit vehicles, and ambulances will be used. Vehicles to support this operation will be provided by separate State or Federal contracts executed by GEMA.
