Notice of Intent to Sole Source Requirement
The Department of Veterans Affairs, VA Healthcare System, NCO 10 intends to negotiate a sole source order under VAAR 819.7009.The VA Medical VA Northern Indiana Healthcare System requires an order for a firm fixed purchase order to provide transformer replacement and testing to enhance the pump station to improve flow for the sewage upgrade project for the following items:
(1) MADD 3-PH PADMOUNT TRANSFORMER 75/84KVA 3 PHASE
(1) TERMINATION KITS & LABOR
(1) ELECTRICAL INSPECTION/TESTING OF XFMR &SWITCH
The Marion National VA cemetery is undertaking a new sewage project upgrade. During this
sewage upgrade, it was found that their sewage system connects to the VA Northern
Indiana Healthcare System. A VA Northern Indiana Healthcare System power upgrade is
mandatory to accommodate this project. Reliant Electric and Solar LLC is the only vendor
that can provide the items, the installation and testing. Reliant Electric and Solar LLC possess prior experience with the facility's electrical systems, along with extensive knowledge of this transformer and switch. Considering the lead times associated with publicizing, ordering and receiving the transformer along with the specialized services for installing and testing the transformer, obtaining it from an experienced VA supplier is more effective than soliciting multiple bids, which could introduce delays. Delaying the transformer process could lead to significant additional expenses, project timeline delays, and possibly pushing the project into the winter season.
The associated NAICS code for this procurement is 335311. The vendor will be Reliant Electric & Solar, LLC, 227 East Main St. Gas City, Indiana 46933.
A firm fixed price contract is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 11am EST on Monday, November 10, 2025.
