REQUEST FOR INFORMATION (RFI)

THIS NOTICE IS FOR INFORMATIONAL AND MARKET RESEARCH PURPOSES ONLY. THE ATF IS CONDUCTING MARKET RESEARCH TO DETERMINE INTEREST AND CAPABILITY OF POTENTIAL SOURCES. THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. The purpose of this RFI is to identify offerors for market research and to determine whether to set-aside this requirement for Small Business for vendors to provide Basic FLEO QRT Kit types in accordance with the attached draft Statement of Work (SOW).

SCOPE



The government requires the services of a contractor that can manage the supply chain from procurement, kitting, to the delivery of the kits and other items as specified in Appendix A, Product Requirements. Kits consists of “Basic FLEO QRT Kit” (Basic Kit), “Helmet System”, “Personal Flotation Device System” (PFD System and other supplies and equipment. All “other items” are numerated by line number in “Additional Authorized Equipment” and “Provisions and Expendables”. The Basic Kit will be common to all personnel, but may be augmented by all, part, or individual items from Appendix A. Offeror may provide brand equivalent items that have been approved by the contracting officer or ESF#13 technical representative as specified in Section 2.4 & Section 2.7. Where specific color or style is specified, or items have been designated as “No Alternatives Authorized”, the specified manufacturer and product must be furnished. ESF#13 requires the receipt of approximately 500 Basic Kits, numerous systems and other items over the next five years. The demand is approximately 25 Basic Kits and other items per month, with emergency surge orders of approximately 75 Basic Kits and other items when required.



OBJECTIVES



ESF#13 requires an Offeror to deliver anticipated orders of 25 Basic Kits with additional systems and other items, configured to the specifications in Section 2. Delivery will be required within two delivery windows: Standard Delivery within 30 days and Emergency Delivery within 24 hours, excluding Sunday. Separate price structures may be provided for the two delivery windows.
