This Request for Proposal (RFP) announces the intent of the County of Mendocino to procure qualified vendors for the Homeless Housing, Assistance, and Prevention (HHAP) Program Round 6 and unobligated HHAP funds from previous Rounds of funding.
The purpose of the RFP is to identify qualified business organizations that meet the minimum qualification and have the experience to provide emergency shelter services as described below to fully obligate all HHAP funding allocated to the County of Mendocino and the Mendocino County Homeless Services Continuum of Care (MCHSCoC, CA-509).
Vendors must submit five (5) copies of their proposal: four (4) complete paper copies with original Vendor signature, and one (1) complete copy on a USB Flash Drive. The proposal must be formatted in accordance with the instructions of this RFP. Promotional materials may be attached, but are not necessary and will not be considered as meeting any of the requirements of this RFP. Proposals must be enclosed in a sealed envelope or package, clearly marked “Mendocino County RFP No. 004-26”, and delivered by 2:00 p.m. Tuesday, February 17, 2026, to:

Late or facsimile proposals will not be accepted. It is the proposer’s responsibility to assure that its proposal is delivered and received at the location specified herein, on or before the date and hour set.
