Emergency Shelter Operations for YOUTH

DCDHS is seeking proposals from qualified youth services operators to provide safe, low-barrier, and client-centered temporary shelter for unaccompanied runaway youth and/or homeless youth, and youth at-risk of separation from their family. Youth is defined for these services as those aged 12 – 17.

Selected operators will be responsible for delivering trauma-informed, equitable, shelter services and crisis service intervention that promotes stability and supports safe and stable reunification or other paths to permanent housing. Operators will be expected to ensure shelter access 365 days a year, coordinate with supportive service providers, and maintain compliance with all safety, accessibility, and programmatic standards.

Priority will be given to applicants with experience serving diverse and high-need populations, strong performance outcomes, and a demonstrated commitment to housing-first principles.

This RFP aims to identify capable partners to deliver high-quality, youth-focused temporary shelter aligned with local homeless response system goals.
