INCORPORATION BY REFERENCE
Articles 1 through 7 of the Code are incorporated by reference as if set forth verbatim in
the attached bid document, including the use of security and bonds, required and
forbidden contract terms, etc. As stated in the Code, by submitting a proposal, the vendor
agrees that the Code governs this procurement from solicitation through completion of
the resulting contract, including disputes, if any. ACCESS TO CODE. For 24/7 access
to the Orangeburg County Procurement Code which governs this procurement, please
visit https://www.orangeburgcounty.org/244/Procurement. In addition, a copy of the
Code is available for review without charge at the Office of the Procurement Director. If
neither of those options meets your needs, a hard copy of the Code is also available for
purchase at the Office of the Procurement Director. Failure to be familiar with the code
does not absolve the submittal entity from compliance with the code. And will disqualify
that entity if found in violation of the code.
METHOD OF SOURCE SELECTION
The source selection method applicable to this procurement is Competitive Sealed
Proposals, §5-301 of the Code.

SCOPE OF WORK & SERVICE LOCATION
The System will utilize the latest technology standards in the emergency notification industry
as a minimum standard. Individual respondents may note enhancements beyond these
minimum standards as available at the deployment of the technology. We request that the
selected vendor be able to provide a system that is Web based, provides for a secure login
from any hand held device with at least two factor authentication, (i.e., Smart Phones, I
Phones, I Pads, Laptops, Desktops, etc.) for operation of the system. The system should be
able to place at minimum 100,000 telephone calls and 100,000 SMS SMPP text messages an
hour. The system will be able to utilize a preset notification priority during emergency
notifications. The system must be able to utilize notification thru several different formats
such as texting, email, landline telephone, cellular telephone network, VOIP, and social
networks. The system must meet all federal, state and local requirements for IPAWS and EAS
integration for county keys. The system will be able to provide non-fee subscription sign up
service for those with cellular phones and other Smart devices who can subscribe to the
system on a web site or app provided by the vendor. The vendor will provide a separate portal
for Emergency Responders to register. The system will be hosted and housed by the vendor at
secure locations for security and data integrity purposes. The County will own all data
collected at all times and data will be provided to the county upon termination or conclusion
of the agreement. The system must provide unlimited users and unlimited groups for
registrants to join. The vendor will be able to provide a turn-key solution of installation of the
system, development of the database, usage of the developed base map layers of the County
of Orangeburg utilizing ESRI file formats. Training will be provided for users of the systems
administrative functions, maintenance of the database, input, initiating a notification, all
available functions and uses of the system. IPAWS training and test shall be at no additional
charge. Failure to comply with Federal IPAWS security requirements of the system shall be the
responsibility of the vendor. Vendor must provide a time line for time of award to the time of
activation of the system with a functional notification database for landline, voip, available
cellular database from applicable market areas and usage of the GIS developed map for
geographic location selection. The system should be quoted for a one-year contract with up to
five-year extensions. All software enhancements or upgrades to the system quoted in the RFP
should be included at no charge to the county for the life of the agreement. The system
should be designed with applicable backup systems to insure continuity of operation during
disasters or emergency situations and maintenance episodes. The system should require no
resident software on any county equipment other than login device.

of the Request for Proposal and the incorporated Code as a contract term. See Code §5304. In
