Summary
It is the intent of these specifications, terms, and conditions to describe emergency medical services parcel tax administration services being requested by the County.
The County intends to award a three (3)-year contract (with the option to renew for two [2] years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the IRFP and meets the County’s requirements.
Background
Alameda County Emergency Medical Services (ALCO EMS) is a division of Alameda County Health. ALCO EMS plans, implements, evaluates, and regulates the emergency medical services system throughout Alameda County. The services provided include non-emergency and 911 communications, dispatch, response, treatment and transport services, provided by a comprehensive network of pre-hospital-based emergency departments, critical and specialty care centers. EMS ensures the efficiency, effectiveness, and quality of the system through program and policy development and implementation, regulation, contract monitoring, research, and education.
The awarded Contractor must provide complete annual administration of the ALCO EMS Parcel Tax based on the requirements of Ordinance No. 0-97-52 (Measure C) -1997 which include project management, data acquisition, database preparation, parcel classification, tax calculations, quality assurance, preparation of draft and final tax rolls, coordination with County departments, submission of required files to the Auditor-Controller, correction of errors, reporting, and transition assistance.
