Emergency Management Department 2025 Defense Support of Civil Authorities (DSCA) Exercise Series

The Defense Support of Civil Authorities (DSCA) is a process by which civilian authorities can request military assets in order to perform missions critical for emergency response when local resources are overwhelmed, such as in the aftermath of a catastrophic earthquake. The purpose of exercising DSCA capabilities is to gather emergency responders, military partners, and federal emergency management leaders to prepare and enhance City of Los Angeles (City) coordination and collaboration with the Department of Defense (DOD) during a disaster, crisis, or special condition that exceeds the capacity of local government.

The City of Los Angeles, Emergency Management Department, seeks a Contractor to provide a progressive series of exercises ("Progressive Exercise Series" or "Series") in the Final week of May 2025, addressing the topic of a Cyber Attack. This is in alliance with the EMD’s Integrated Preparedness Plan. Meetings between the Contractor and EMD will determine the details of the goals of the exercises. The selected Contractor shall also build on an existing action plan that will be inserted into the City of Los Angeles Emergency Operations Plan (EOP), and submit an After-Action Report/Improvement Plan (AAR/IP) following series conclusion

All exercises can be conducted in-person; some will offer a hybrid component on a video conferencing platform
