Summary

The City of Hialeah, Florida (hereinafter referred to as the “City”), is hereby soliciting proposals from all professional consulting firms to provide the City with emergency management administrative support services, which shall include, without limitation, assistance with preparedness, mitigation, preparation of project worksheets, web portal submissions, project closeouts, audits and appeals, and policy advice on federal disaster relief programs, federal regulations, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Post-Katrina Emergency Management Reform Act of 2006, the Sandy Recovery Improvement Act of 2013, and federal procurement requirements. The ideal consultant shall possess demonstrated experience in programmatic disaster recovery, FEMA grant reporting requirements, FEMA grant documentation and must have intimate knowledge and expertise in the operations of the Federal Emergency Management Agency’s (FEMA) Public Assistance (PA) Program.

Background

The City may experience massive destruction if it is hit by a hurricane, storm, tornado, or other natural or manmade disaster. As a full-service community providing for the economic sustainability of business and residential life, it is essential for the City to provide for the efficient and effective recovery of debris following a disaster. While assistance may be available to the City from the state and federal governments, this assistance may not be sufficient to restore the City after a catastrophic disaster. Consequently, the City may need to obtain additional assistance from the private sector to ensure that the needs of the City are addressed promptly. Immediate economic recovery is a major concern and priority for the City.

The City is issuing this Solicitation and seeking proposals because the City wishes to establish a contract with an experienced and qualified consultant that will provide emergency administrative support services, which shall include, without limitation, assistance with preparedness, mitigation, preparation of project worksheets, web portal submissions, project closeouts, audits and appeals, and policy advice on federal disaster relief programs, federal regulations, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Post-Katrina Emergency Management Reform Act of 2006, the Sandy Recovery Improvement Act of 2013, and federal procurement requirements. The City encourages small, minority, and women-owned businesses to participate in this Solicitation. The City has set an aspirational goal of 10% participation rate for small, minority, and women-owned businesses. This goal is not designed to be, nor may it be interpreted as, a means of permitting or facilitating unlawful preferential treatment. Instead, this goal is intended to encourage efforts to eradicate barriers to equal employment opportunities and also to broaden the pool of qualified candidates to include small, minority, and women-owned businesses.

This Solicitation is extended to any firm, company, and organization that can satisfy the requirement(s) specified herein. The requirements presented in this Solicitation represent the City’s anticipated needs.
