The City of Webster Groves will be accepting sealed bids for the culvert replacement project on North Elm Avenue.

This project will consist of replacement of the existing corrugated pipe culvert with a larger reinforced concrete box culvert.  The project is on the southern leg of the Elm Avenue & Kirkham Drive intersection and includes new curb and gutter, concrete pavement, sidewalk, median islands, guardrail, storm & sanitary sewer improvements, and streambank improvements.

A mandatory pre-bid meeting will be held at Webster Groves City Hall on April 1st at 10:00 AM. Virtual accommodations will be made for those who cannot attend in-person. Sealed bids shall be delivered to City Hall in a clearly marked envelope with Bid No. 20PW03, on or before Thursday, April 16 at 2 p.m.  The proposal shall be accompanied by a bid bond, certified check or cashier's check of a bank or trust company in St. Charles County, City of St. Charles, St. Louis County, or in the City of St. Louis for an amount not less than five (5%) percent of the bid amount. The amount of the check shall be forfeited to the City if the bidder neglects or refuses to enter into a contract or to furnish bond after their proposal has been accepted.

The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for new bids with the MoDOT’s concurrence.

Notice is hereby given that the City of Webster Groves will receive sealed proposals at City Hall, 4 E

a sealed envelope clearly marked on the outside Bid No. 20PW03 to the City Hall on or before the
time specified above. No facsimiles will be accepted. The proposal shall be accompanied by a bid
bond, certified check or cashier's check of a bank or trust company in St. Charles County, City of St.
Charles, St. Louis County, or in the City of St. Louis for an amount not less than five (5%) percent of
the bid amount. The amount of the check shall be forfeited to the City if the bidder neglects or refuses
to enter into a contract or to furnish bond after their proposal has been accepted.
The City reserves the right to reject any and all bids, offers, or proposals submitted, or to advertise for
new bids with the MoDOT’s concurrence. The City reserves the right to defer the acceptance of any
proposal and the execution of a contract for a period not exceeding one hundred twenty (120) days
after the date of opening of the bids. The successful bidder to whom the contract has been awarded
shall sign the contract and performance bond and other required certificates in triplicate and return the
signed documents within fifteen (15) days after the date of their receipt.
The City of Webster Groves hereby notifies all bidders that it will affirmatively ensure that in any
contract entered into pursuant to this advertisement, businesses owned and controlled by socially and
economically disadvantaged individuals will be afforded full opportunity to submit bids in response
to this invitation and will not be discriminated against on the grounds of race, color, religion, creed,
sex, age, ancestry, or national origin in consideration for an award.

The successful bidder and contractor will be furnished, without cost, not more than three (3) sets of
plans and specifications for the project. If more are requested, additional sets will be furnished at a
nominal charge. Any plans and specifications required for permits by a municipality or other public
agency will be furnished by the City.
