Section 1 - RFP Overview
1.1 Introduction
The objective of this procurement process is to select an Elevator Company to
modernize the elevator in the La Crosse County Carroll Heights Building located at
3505 Park Lane Drive, La Crosse, Wisconsin. The elevator is the only one at the facility
so timing is critical as residents will still occupy the building. The project must be
completed within 8 weeks from the start of the project. We are asking for an alternate to
have the contractor to work 2 shifts to lessen this time frame to 4-6 weeks.
1.2 Incurred costs
The County is not responsible for any costs incurred by the Elevator Company in the
preparation of the proposal, participation in the Elevator Companies’ meeting, or for any
other cost to the Elevator Company associated with responding to the RFP.

2.2 RFP location
This RFP is posted on the La Crosse County web site and the DemandStar Network.
The County reserves the right to amend this RFP at any time. In the event it becomes
necessary to amend, alter or delete any part of the RFP, changes to the RFP will be
posted on the web site. It is the Elevator Company’s responsibility to be aware of
amendments that are posted on the web site. The address is:

2.4 Submission of Proposals
All proposals shall be submitted in complete original form using the DemandStar
Network as the procurement information notification and document distribution system.
DemandStar will also serve as the proposal collection destination.

*Vendors submitting a proposal are acknowledging they have read and understand the
RFP Terms and Conditions. The successful vendor shall sign the Certification
Regarding Suspension and Debarment which is located on the link above.
Proposals submitted will be marked as “Carrol Heights Elevator” and must be
submitted to DemandStar no later than 1 pm, CST, May 26th, 2026.
Proposals received after the above date and time will not be reviewed.
2.5 Opening of Proposals
The proposals will be publicly opened at 1:05 pm, May 26, 2026, in:

At that time, the names of Elevator Companies who properly submitted proposals will be
announced. Announcement of the names of the Elevator Companies who submitted
proposals is not a guarantee that the proposals otherwise comply with the specifications
of this RFP.

Section 3 - Qualifications
3.1 Elevator Company Information
Name of contact person and contact information (email address, phone number, etc.)
A. Office location(s) that would service this contract
B. Provide client agency name, contact name, title, address, and phone number of
references from at least three clients that have been, or are currently being
provided similar service within the last five (5) years.
3.2 Relevant Experience and Staff Qualifications
A. Summarization of experience regarding similar projects
B. Summarization of responsibilities and qualifications of the staff who are
performing this service
3.3 Insurance
A. Elevator Company agrees that in order to protect itself as well as La Crosse
County, its officers, Boards, and employees under the indemnity provisions set
forth in the paragraph above, Elevator Company will at all times, during the terms
of this contract, keep in force insurance policies issued by an insurance company
authorized to do business and licensed in the State of Wisconsin. Unless
otherwise specified in WI Statutes, the types of insurance coverage and minimum
amounts shall be as follows:
1. Workers’ Compensation: minimum amount statutory
2. Comprehensive General Liability: $1,000,000 per occurrence and in
aggregate for bodily injury and property damage
3. Excess Liability coverage: $1,000,000 over the General Liability
B. The Purchaser shall be given thirty (30) days advanced written notice of any
cancellation or non-renewal of insurance during the term of this contract. Upon
execution of this contract, the Elevator Company will furnish Purchaser with
written verification of the existence of such insurance. In the event of any action,
suit, or proceedings against Purchaser upon any matter herein indemnified
against, Purchaser shall within five (5) working days cause notice in writing
thereof to be given to Elevator Company by certified mail, addressed to its post
office address. Purchaser shall cooperate with Elevator Company and its
attorneys in defense of any action, suit, or other proceedings.
