Please reference the following RFIs and answers respec vely for the Duluth Elevator Project.
OVERALL CLARIFICATIONS:
1. A endance on 12/4/25 at the Pre-Bid Mee ng on site was a MANDATORY requirement to
qualify a company to bid on this project
a. Specifically, a endance of a “broker represen ng a network of independent elevator
companies” will not qualify each of those companies to bid on this project.
2. In the elevator machine room at City Hall, the portable AC unit that exists needs to be replaced
and made permanent per state requirement.
RFI #1 (Clearli )
1. Requirement #2 states that the contractor must have operated under the current corporate
name for at least the last five years. “How rigid is that requirement in prac ce? If there is any
flexibility or an alternate way to demonstrate equivalent experience.)
a. Official Response “There is no devia on for this requirement as the contractor must
have operated under the current corporate name for the last five years.”
RFI#2 (TK Elevator)
1. VDA Specifica on states that “long-term full comprehensive maintenance and related services
shall revert to the city elevator contractor at the conclusion of the guarantee maintenance
period” - The City of Duluth currently has two service contracts with two different service
providers. City Hall is currently Maintained by TK Elevator and the Parks and Recrea on building
is currently maintained by O s. Would the City of Duluth prefer to resume having service
contracts with two different companies respec vely? OR would the City of Duluth prefer to
consolidate the elevators to one service contract with one elevator service company? Please
advise.
a. Official Response “The RFP documents do not specify condi ons regarding a long-term
maintenance agreement for the equipment post project comple on. It’s the City’s intent
to evaluate long-term maintenance agreement op ons a er the project is complete.”
2. Who is the City of Duluth preferred Fire Service Vendor? Please provide the vendor and point of
contact informa on so that we may provide the appropriate scope of work and pricing.

a. Official Response “The City’s fire service vendor is Pye Barker Fire & Safety 770-813-
5959”.
3. Cab Allowance language provided does not reference labor required to install the cab related
material. Please advise if the $25,000 cab allowance should include the necessary labor to
install or if it is strictly limited to the items listed below as wri en:
a. Ven la on and ligh ng
b. Doors
c. Base wainsco ng
d. Handrails
e. Entrance columns
f. Transoms as required
g. necessary cutouts
h. all necessary cutouts and cab associated appurtenances that may be designed or
required.
a. Official Response “It is the inten on for this cab allowance to include both labor and
material necessary for a complete cab installa on.”
4. Please confirm if City of Duluth Police Department will be providing the 24/7 Monitoring or if
the city would prefer to have a third-party monitoring service included in the pricing for this
project.
a. Official Response “Our Police department is currently handling elevator emergency calls. They
are also using Genetec as the solu on provider for the citywide camera system and real me
crime center. The camera system that is installed in the elevator must be compa ble with the
City’s exis ng system as determined by our IT staff”.
RFI #3 (Schindler Elevator Corpora on)
1. (Duluth City Hall) Please confirm that the exis ng temporary HVAC shall be retained as is and
that new HVAC is not a part of this project scope.
a. Official Response “The portable AC unit that exists needs to be replaced and made
permanent per state requirement”.
2. (Duluth Parks and Rec) Please confirm what type of ceiling is required for the elevator
equipment room and its proposed height above the equipment room finished floor. Note that a
ceiling installa on above the exis ng ductwork can not be installed without removal and
reinstalla on of the exis ng large duct in the equipment room. Please confirm that a fire rated
ceiling access panel will be required if a hard ceiling is specified. Also, please confirm if finished
and pain ng of the drywall ceiling is required if a two hour ceiling is specified.
