Event Description

The South Dakota Board of Regents (SDBOR) is requesting proposals for an integrated electronic training and learning management system (LMS) for the public university system, which includes six universities and two K-12 special schools. This system must support the essential training requirements in compliance with federal regulations including, but not limited to, Title IX, the Violence Against Women Act, the Stop Hazing Act, the Clery Act, and the Campus SaVE Act for employees, volunteers, and students (36,000). The LMS will also have a suite of student training courses, including but not limited to drug and alcohol training, bystander intervention, campus safety, and student wellness.

The SD Board of Regents is also seeking an electronic LMS that supports employee compliance training, including but not limited to Equal Opportunity, FERPA, ADA, Blood Borne Pathogens, and professional development needs for our approximate 4,700 employees.
Proposals may include responses to any or all learning managements systems requested in this RFP. The SDBOR may offer one or more contracts for the software systems requested.

Contractors may make written or email inquiries concerning this RFP to obtain clarification of requirements. No inquiries will be accepted after the date and time indicated in the Schedule of Activities. Email inquiries must be sent to kayla.bastian@sdbor.edu with the subject line: “RFP #SDBOR03142025”.

The human resources department prefers to respond to Contractor’s inquiries (if required) via e-mail. If a Contractor does not indicate an email address, the State’s response will be sent via fax. If no fax number is provided, the State will mail the response to the Contractor. All Contractors will be informed of any inquiries and the State’s response. Contractors may not rely on any other statements, either of a written or oral nature, that alter any specification or other term or condition of this RFP. Contractors will be notified in the same manner as indicated above regarding any modifications to this RFP.
