Scope

The Montgomery County Government, Maryland—Department of Transportation, Division of Transit (Call-n-Ride Program/MCDOT/the County)—is seeking proposals from qualified transportation management software providers to support, modernize, and enhance the Call-n-Ride Transportation Program. The County’s primary goal is to replace the existing closed-loop electronic swipe card payment system currently used in County taxicabs with a more advanced open-loop payment card system. This new system must function exclusively with authorized private and public transportation vendors—including taxicabs, Transportation Network Companies (TNCs), and similar providers—through the implementation of appropriate Merchant Category Codes (MCCs).
This Request for Proposals (RFP) invites competitive submissions to establish a contract for the comprehensive management and operation of the Call-n-Ride Program’s participant payment and service systems. The County seeks a contractor capable of delivering the following services:

• Project Management and Staffing
• Automated Open-Loop Card Payment System, including issuance and maintenance of reloadable open-loop cards
• Customer Service Support 12
• Service and Contract Monitoring and Operational Support
• Provision of Application Programming Interface (API) integration and Information Technology (IT) services, including the design, development, and maintenance of secure database-driven web portals for     account and transaction management, accessible to both administrators/staff and program participants.
• Financial Management, including monthly funding loads, account reconciliation, and transaction processing
• Data Management and Reporting
