Summary

Richland County (County) is seeking electronic proposals from qualified

contractors specializing in technology and services designed to track and monitor detainees to ensure compliance. The anticipated number of detainees to be monitored is over450 at any given time with the average time a detainee is on monitoring of 300 days; however, the County is under no obligation to maintain a minimum or maximum number of participants. The successful contractor shall provide all equipment (hardware and software) necessary for these services. All services shall be performed in accordance with this RFP, Richland County Code of Ordnances Section 2-251, and South Carolina Code of Laws Article 15 Section 24-13-1510 through 24-13-1590.



Background

The Alvin S. Glenn Detention Center (ASGDC) is an essential part of the criminal justice system in Richland County. It is accredited by the American Correctional Association (ACA), the national benchmark for effective operation of correctional systems throughout the United States. ASGDC serves as the intake center for unsentenced misdemeanor and/or felony detainees/inmates and as an incarceration facility for sentenced offenders. It provides facilities for the detention of both unsentenced detainees/inmates and sentenced inmates in a minimum, medium and maximum security environment. The detention center must also serve the needs of all user agencies and individuals, including detainees, staff, law enforcement, the courts, attorneys and community organizations. The County endorses, to the extent consistent with the primary goal of public safety and security, the development of alternatives to incarceration, such as community service and electronic monitoring.
