Overview

Summary

The City of Palo Alto is seeking design proposals for electrification of city facilities. The selected firm will provide building assessment, design, cost estimates, and construction administration services for each facility listed in the RFP (Request for Proposal).

This RFP represents a "pilot" for the five buildings listed. A total of 18 facilities is expected to be electrified in phases, and may extend the contract for additional services as needed.

Background

In June 2023, the City adopted the 2022 Sustainability and Climate Action Plan (S/CAP), which establishes strategies to reduce greenhouse gas emissions and advance sustainability across City operations. To implement the S/CAP, the City developed the 2023-2025 S/CAP Work Plan, which outlines priority actions and implementation measures to support S/CAP goals.

A key initiative identified in the Work Plan is the electrification of City-owned facilities to reduce reliance on gas-burning equipment and transition building systems to electric alternatives. In support of this initiative, the City completed a Facility Condition Assessment in 2023 to evaluate existing building systems and identify remaining gas-fired equipment across municipal facilities.

Findings from the Facility Condition Assessment were used to select the initial five facilities for electrification in this first phase.
