INTRODUCTION
The Center for Instruction, Technology & Innovation (CiTi) on behalf of itself is seeking proposals from
qualified companies and/or contractors to create an on-call list of electrical contractors to provide
electrical maintenance, testing, installation and repair services at CiTi owned and leased school
property sites in Oswego County.
There is no expressed or implied obligation for CiTi to reimburse responding companies for any
expenses incurred in preparing proposals in response to this request.
CiTi will only accept sealed bid submissions. Faxed, emailed and electronic proposals will not be
accepted. For sealed submissions, bidders should submit one (1) original of their proposal in a sealed
envelope, clearly marked with the name of the bidder, bid title and bid number on the outside of the
envelope and must be hand-delivered or received via mail, postal or shipping carrier by CiTi by 2:00 p.m.
(EST) on Wednesday, July 1, 2026. CiTi reserves the right to reject any or all bids submitted.
It is the bidder's responsibility to ensure that their bid submission is received by CiTi before the
deadline, whether sent by mail or by means of personal delivery. All bids received after the deadline
stated in the bid packet will not be considered and will be returned unopened to the bidder. The bidder
assumes the risk of any delay in the mail or in the handling of the mail.
During the evaluation process, CiTi reserves the right, where it may serve in its best interest, to request
additional information or clarifications from proposers, or to allow corrections of errors or omissions. As
part of the evaluation process, contractors submitting a response may be asked to participate in an
interview with the CiTi evaluation committee.
CiTi reserves the right to retain all bids submitted and to use any ideas in a bid regardless of whether
that bid is selected. Submission of a bid indicates acceptance by the contractor of the conditions
contained in this solicitation document, unless any and all such exceptions are clearly and specifically
noted in the bid submitted and confirmed in a contract between CiTi and the selected contractor(s).

Bid Distribution CiTi officially distributes bid documents from the CiTi Purchasing
Department. The document may also be downloaded from the CiTi's

documents obtained from any other source(s) are not considered
official copies. All vendors who obtain bid copies from the CiTi
Purchasing Office directly are guaranteed to receive addendum
information, if such information is issued. If bid copies are obtained

information. If a bidder received this document from a source other

PURPOSE AND SCOPE
The purpose of Electrician Services Bid B26-0012 is to request qualifications and hourly rates to
establish and maintain a list of approved bidders (up to 5) to provide services including but not
limited to electrical repairs, service, installation, testing and replacement of and/or to systems in
CiTi's various owned and leased locations in Oswego County. It is the intention of CiTi to utilize the
services on an as-needed basis.

CiTi reserves the right to add, remove, and change locations as it may procure alternate spaces as needed to
address evolving needs and demands.
SCOPE OF WORK
Contractors will provide such labor, supervision, equipment, supplies, materials and tools, as
directed by CiTi, for electrical repair, maintenance, installation and testing services on a 'request for
quote' basis. Work shall include but not limited to high voltage, low voltage, uninterruptable power
supply systems, automatic transfer switches, variable frequency drives, emergency generators,
switchgear, exterior lighting, parking lot lighting, and transformers and could also include
troubleshooting, repairing, and replacing existing electrical systems as well as phone, data and
network wiring and support equipment. Work may also include the installation of new electrical
systems.
Contractor(s) shall perform all electrical work as requested by CiTi on an as needed, will call and
request for quote basis. The award of this contract does not grant any one (1) awarded contractor
exclusive rights to any or all jobs.
Examples of work that took place during the 2025-2026 school year: Installation of Cat6
drops, relocation of power and data conduits, installation of new circuits, installation of
baseboard heaters, and relocation of emergency lights.
Any work requested shall be at the sole discretion and approval of CiTi. CiTi reserves the right to
conduct a separate specialty one-time bid for any work or job if it is determined to be in the best
interest of CiTi to do so.

Equipment, Supplies, Materials and Tools include but are not limited to:
DISPOSABLE SUPPLIES: Items to be used by electricians on a continuous basis. Includes tape (all
kinds), ropes, string, droplights, plastic sheets, spare wire nuts, misc. screws, drill bits, punches,
pulling lube, grips, saw blades, flashlights, batteries, and other such items.
NECESSARY TOOLS: Any tool normally carried by a service truck or stocked in the shop or used
by an electrician and required to perform work under this contract. Including power drills, saws,
and all hand tools, core boring machine, sawzall, testing equipment, benders, threaders,
vacuums, brooms, shovels, drop cloths, toolboxes, cutters, pullers, fish tapes, stands, temporary
lights, ladders, flashlights, etc.
SERVICE VEHICLE: A vehicle specially designed to carry personnel and equipment to service calls.
Contain a substantial inventory of frequently used items during service calls. This vehicle shall
also contain the "Necessary Tools" and the "Disposable Supplies" as described above. This
vehicle shall be capable of carrying long lengths of conduit and heavy equipment as required.
Pickup trucks, or empty vans are not considered service vehicles.
INSURANCE REQUIREMENT
Certificates of insurance properly executed by an authorized representative of the insurance carrier for
the following:
o Workers Compensation as required by New York State Law for all employees and required
subcontractors.
o Professional liability (Malpractice/Errors-Omission) - Minimum of $1,000,000
o Broad Form Property Damage Liability Insurance and Broad Form Contractual Liability
Insurance Coverage - Coverage to be provided by applicant:
Bodily Injury (including wrongful death)

VISITOR POLICY
All vendors and contractors are required to report to CiTi's main entrance for a security screening prior
to commencing work for the day. A valid driver's license or government issued ID must be presented
upon arrival. Anyone that fails the security screening or does not provide ID will be refused admittance.

BIDDER QUALIFICATIONS
The successful bidder(s) must have the following as a minimum:
1. Five (5) years demonstrated experience in electrical contracting with BOCES and/or school
district experience preferred.
2. The Contractor must have an employee who will provide daily supervision over all the work at
CiTi. This supervisor must be an experienced, master electrician.
3. Contractors must be electricians licensed to work in the City of Oswego, New York and the City
of Fulton, New York.
4. Have at least two (2) complete service vans used by the company on a continuous basis. Each
van shall be fully equipped with all the standard equipment required to complete routine
electrical maintenance calls. The contractor should not have to leave the jobsite to pick up
normal materials such as conduit, wire mold, outlets, covers, wire, fittings, etc.
5. Provide CiTi a 24-hour emergency telephone number. If called after 5:00pm weekdays or
holidays, a response time for a return call shall be within fifteen (15) minutes.
6. For emergency calls that require an onsite response at a CiTi location, contractor must have a
mobilization time of one (1) hour or less.
7. Have a computerized billing system and submit bills on a monthly basis with each 'service call'
request invoiced individually and include the following information:

EVALUATION PROCEDURE
Proposals are being solicited through a fair and open process. The criteria and the other
requirements herein are intended to be non-restrictive for the purpose of obtaining participation of
qualified professionals and uniformity in the manner of submission of bid proposals. A committee
consisting of the CiTi School Purchasing Officer and CiTi Facility Director will evaluate each bid
submission.
Request for Supplemental Information:
During the evaluation period, applicants may be requested to present supplemental
information clarifying their proposal. This information must be submitted in writing and will
be included as a formal part of the applicant's proposal.
AWARD AND APPOINTMENT
Bid shall be awarded to up to (5) five of the lowest responsive, responsible bidders meeting the
stated requirements. In general, the procedure for the distribution of work shall be based on
threshold. CiTi will initiate a request for quotes for all projects.
If a project cost is $0.00 to $6,000, CiTi will seek one (1) request for quote from the awarded
contractor list.
If a project cost is $6,001 to $17,000, CiTi will seek two (2) requests for quotes from the
awarded contractor list.
If a project cost is over $17,001, CiTi will seek three (3) requests for quotes from the
awarded contractor list.
NOTE: CiTi is under no obligation what-so-ever to use this contract if it so chooses. There is no dollar
amount for this contract. This contract is for the convenience of CiTi and CiTi may, at its option, use
it to perform any amount of work or no work at all. CiTi may continue to bid other electrical work as
it sees fit. No dollar amount of this contract is guaranteed.
Awarded contractors may opt to 'no quote' any request for quotes without penalty. The awarded
contractor will remain on the approved bidders' list.
All awards are subject to approval by the CiTi Board of Education. The formal award appointment
will take place at the July 15, 2026 CiTi Board of Education Meeting.
CONTRACT TERM
A one-year contract (7/15/2026 to 6/30/2027) with the option of extension by mutual agreement for
three (3) additional one-year periods (2027 to 2028; 2028 to 2029; 2029 to 2030). CiTi and the successful
contractors will have the right, under the terms of the proposed contract, to cancel the contract at the
end of the term on notice to the other party at least sixty (60) days prior to that end date.
