Clemson University seeks suppliers to provide Electrical Maintenance Services as outlined in the attached Specifications or Scope of Work under "Attachments" section. All submissions must be made online. No red lines to the contract will be accepted during the submission process. If there are terms you cannot agree to or wish to have changed you must request that by submitting a question or request for modification to the scope to the Procurement Officer during the Deadlines for Question process and Clemson will consider changes. However to ensure all offerors offer the same scope, red lines or caveats put on any proposal may make your proposal non-responsive and not able to be considered. I. SCOPE OF SOLICITATION
Clemson University seeks experienced suppliers to provide Electrical Maintenance Services,
referred to hereafter as the Work. Services are expected to be inclusive of routine
maintenance for various university facilities as described herein. Services will be provided on
the main campus in Clemson, SC as described in this document as Lot A. Services are also
expected to be provided at the Clemson University International Center for Automotive
Research (CU-ICAR) campus in Greenville, SC as described in this document as Lot B.
The initial term of this agreement shall be one (1) year from the effective date as stated on the
award document. At the end of the initial term, and at the end of each renewal term, this
contract will automatically renew for a period of one year, unless Contractor receives notice
that Clemson University elects not to renew the contract at least ninety (90) days prior to the
date of renewal. Renewals may be less than, but will not exceed four (4) additional one (1) year
period. The maximum expiration date for this contract will be no later than five (5) years from
the initial start date as shown on the original statement of award.
Clemson University’s remote locations throughout the State of South Carolina are not obligated
to use services under this contract, although they may choose to do so if agreed upon by
Offeror and the remote locations.
II. INSTRUCTIONS TO OFFERORS
A. Regardless of specific requirements below or in this document, Offerors are required to
submit their proposal electronically through the Clemson University online bidding system.
To do so you must login (registering first) at https://clemson.ionwave.net/Login.aspx and
follow specific instructions for this solicitation. You should register several days in advance
of the bid closing date so you can be approved and login in time to submit a response.
1. INFORMATION FOR OFFERORS TO SUBMIT - In addition to information requested
elsewhere in this solicitation, Offerors should submit the following information for
purposes of evaluation:
2. The successful offerors shall provide satisfactory evidence of all required insurance
coverage and licenses PRIOR TO PERFORMANCE.

3. Please follow submittal requirements outlined in the Bid Attributes in the online
bidding system for breakdown of proposals and number of copies that must be
submitted.
4. QUALIFICATIONS - MANDATORY MINIMUM (JAN 2006): a) In order to be qualified to
receive award, you must meet the following mandatory minimum qualifications:
1) The successful offerors must have and maintain a Group 5 or greater Electrical
Contractors license in the sub-classification of Electrical over the duration of the
contract.
2) A copy of this license must be submitted along with Insurance Certificate, upon
request, to the Procurement and Business Services Department prior to the Award
Statement.
3) Offerors must employee the following licensed personnel at the time of bid
submission:
i. Foreman- Shall have a Master Electrical License or five years of experience in
the Electrical field.
ii. Project Manager – Shall have five years of experience in electrical planning,
scheduling and estimating jobs and serves as a liaison between Contractor
and Clemson University.
iii. Master Electrical - Shall have a Master Electrical License or three years’
experience in the Electrical field.
iv. Journeyman Electrical - Shall have a Journeymen Electrical License or three
years’ experience in the Electrical field.
v. Apprentice Electrical - Shall have two years’ experience in the Electrical field.
vi. Electrical Helper - Shall have a working knowledge of the tools and materials
used in the day-to-day installation of Electrical work.
(b) The Procurement Officer may, in his discretion, consider (1) the experience of a
predecessor firm or of a firm’s key personnel which was obtained prior to the date
offeror was established, and/or (2) any subcontractor proposed by offeror. (c) Provide a
detailed, narrative statement providing adequate information to establish that you
meet all the requirements stated in subparagraph (a) above. Include all appropriate
documentation.
5. Be sure to see the Event Activities in the online bidding system for details on deadlines
for questions and/or pre-bid meetings.
a) Site Visit at CU_ICAR - Monday, March 25 @ 9 a.m. Location: CU-ICAR Partnership

III. SCOPE OF WORK / SPECIFICATIONS
A. Definitions
1. Off Hours – Between the hours of 4:30 PM and 8:00 AM, Monday through Friday
2. Operation Hours – Between the hours of 8:00 AM and 4:30 PM, Monday through Friday
3. Offeror – The legal entity that will submit for contracting with Clemson for the Work
described herein and be contractually responsible there for.
4. Daily Basis – Work days; Monday through Friday
5. Overtime – hour that include Off Hours, weekends and holidays
B. Clemson University, may be referred to as Clemson or University hereafter, will require the
ability to select labor from the following classifications and minimum qualifications:
1. Foreman- Shall have a Master Electrical License or five years of experience in the
Electrical field.
2. Project Manager – Shall have five years of experience in electrical planning,
scheduling and estimating jobs and serves as a liaison between Contractor and
Clemson University.
3. Master Electrical - Shall have a Master Electrical License or three years’ experience

experience in the Electrical field.

C. LOT A – Clemson University (Campus Wide)
1. This lot will establish a materials, parts, equipment, and labor services contract for
routine electrical maintenance and installation services at various areas on and around
campus in Clemson SC. Services utilized under this contract, for Lot A, will be as
directed by the University Facilities Division. These services will be used to supplement
University forces. The Contractor will work under the direct supervision of University
personnel. These services will be utilized on an as needed basis and Clemson makes no
gurantee of current of future work.
2. Lot A - General Specifications and Requirements
a) Clemson University will strive to provide a minimum of at least five working days’

advanced notice when requesting personnel under this contract. However, in
critical situations, the Contractor must be able to respond with personnel within 24
hours of the request.
b) Operation hours will be from 8:00 am to 4:30 pm, Monday through Friday. Any
overtime hours must be communicated and approved with Clemson University
management staff prior to working overtime. The Contractor may be required to
work on weekends, evenings, or holidays if requested by Clemson University.
c) The Contractor shall provide and pay for all materials, tools, equipment, labor, safety
gear, professional and non-professional services, and shall perform all other acts and
supply all other things necessary, to fully and properly perform and complete the
work.
d) All personnel assigned to work under this contact must wear safety toe shoes with
an electrical hazard rating and other widely accepted industry standard Personal
Protective Equipment or equipment that is required or requested by Clemson
University.
e) All personnel assigned to Clemson’s campus must be on the Contractor’s payroll and
covered by the Contractor’s Workers Compensation.
f) The requirements for the number of personnel needed at any time will vary
depending on the workload.
g) If the University requests contractor services, the University will guarantee a
minimum of 8 hours work for that person.
h) This lot will establish an hourly rate which must include the cost of all industry
standard equipment & tools, vehicles, fuel, and other associated costs necessary to
complete the work.
i) Any charges outside of the standard hourly rate such as consumables, parts,
materials, equipment, overtime hourly rate, specific to repair or maintain Clemson
University equipment be quoted and approved by Clemson prior to performance.
D. Lot B Clemson University and Clemson University Land Stewardship Foundation (CU_ICAR)
1. LOT B services will provide electrical routine maintenance services at multiple locations
at the CU-ICAR campus in Greenville, SC. The Work will include routine preventative
maintenance, service maintenance of electrical systems for locations, work frequency
and equipment as indicated in Section V Appendices, B. Activity Matrix, Appendix C –
Equipment List & D. Work Locations.
The term Maintenance” may be used hereafter to describe The Work that includes
routine maintenance, preventative maintenance service, and service maintenance.
2. Lot B - General Specifications & Requirements
a) Successful Offeror shall provide Work with the frequency indicated in the attached
Section V Appendices, Appendix B – Activity Matrix. Maintain in good working
order all equipment as listed in the attached Section V Appendices, Appendix C –
Equipment List and as prescribed in each equipment manufacturer’s operation and

maintenance manual.
b) Preventative maintenance will be performed as described in each manufacturer’s
manual and shall be included in the Work.
c) Work that falls outside of maintenance as described above will be considered Added
Work.
d) The Contractor will be responsible for any maintenance & operations testing or
examinations required by the equipment manufacturer.
e) Service technicians shall be dispatched and arrive on site within two hours for
normal service requests.
f) Service technicians shall be dispatched and arrive on site within one hour for
emergency service requests.
g) Successful Offeror shall coordinate maintenance activities with Clemson’s
designated representative for each facility. This shall include attending meetings as
requested for coordination.
h) Successful Offeror shall provide staffing on-site as necessary to perform the Work.
This may include full or part time presence as deemed necessary by the Offeror and
Clemson University.
i) Clemson reserves the right to negotiate pricing for unforeseen conditions that may
arise during the contract. This shall include, but not limited to, repairs due to
weather-related events, and equipment failure not due to negligence. The cost for
unforeseen conditions work shall not be included in the base bid as it cannot be
anticipated when equipment may default due to various reasons.
j) Services for to fire alarm systems, information technology, telephone, audio visual
systems, or elevators are not included in the scope of this solicitation and will be
done by others.
3. Invoicing
a) Lot B of this solicitation includes multiple Clemson University customers. Invoices
must be submitted accurately and must include PO numbers, location, contact
name, date of service, hours worked, electrician name, detail of work performed,
accurate contract rates, and billing addresses.
b) All maintenance related consumables, industry standard maintenance services, any
cell phone service, computers, office furniture, work benches, storage units, fuel,
vehicles, travel and office equipment must be included in the Annual Price of the
bidding schedule.
c) Materials must be itemized, reflecting the supplier’s cost and percentage markup.
Parts, materials and added work must be itemized reflecting the suppliers cost and
percentage markup.
d) Markups may not exceed 5% mark-up.
e) The Campbell Center, Innovation Place, Center for Emerging Technologies, One
Research Drive building, Auto Park plaza facilities, and Flex Lab One must be billed
separately.
