Title: Electric Vertical Take-Off & Landing Vertiport Infrastructure Development and Operator at the Orlando International Airport

The Aviation Authority has initiated advanced planning for implementing electric vertical take- off and landing (“eVTOL”) aircraft operations at MCO. The Aviation Authority is requesting information related to vertiport operations, as well as airfield and facility infrastructure required to support eVTOL operations, both at MCO and within a network across Central Florida. To meet this goal, the Aviation Authority will undertake a two phased procurement of a vertiport developer and operator for two sites at MCO. The solicitation will award the non-exclusive right to design, build, operate, and maintain two vertiport facilities at MCO. The vertiport facilities include the public terminal and its support facilities as well as the aircraft apron, taxilane, and Final Approach and Takeoff Surfaces (FATO) (the “Vertiport Facilities”). To be considered for an award, respondents must participate in this Invitation to Negotiate (ITN). The intent of this initial request is to receive information from vertiport operators and developers (and partners) who can support the Aviation Authority’s vision with developing a vertiport at MCO.

The City of Orlando (“City”) owns, and the Greater Orlando Aviation Authority (“Aviation Authority”) operates Orlando International Airport (“MCO”) and Orlando Executive Airport (“ORL”) in Orange County, FL pursuant to the State of Florida enabling legislation and the Amended and Restated Operation and Use Agreement with the City.
MCO is a Primary Large-Hub Commercial Service Airport located in the City of Orlando, approximately seven miles southeast of downtown Orlando. The airport has four parallel runways with north/south orientation and is capable of simultaneous instrument approaches to three runways. Ranked the seventh busiest airport in the U.S. and the busiest in Florida in terms of enplanements, MCO is served by 39 airlines and offers nonstop flights to more than 150 destinations worldwide. MCO serves as an economic engine for the region, contributing over $41 billion in economic development and serving over 57 million passengers in 2023. As the Aviation Authority continues to evolve MCO as a multimodal hub, the following project must complement and not impact current operations and future growth of MCO.
