Request for Bids for Electric Supply Service for the
County of Monmouth, New Jersey
PLEASE TAKE NOTICE that the County of Monmouth, New Jersey has issued a Request for
Bids ("RFB") from New Jersey Board of Public Utilities-licensed electric power suppliers for its
electric accounts for facilities located in Jersey Central Power and Light ("JCP&L") service
territory. The RFB has been issued in accordance with the "Local Public Contracts Law," (N.J.S.A
40A:11-1 et seq.), the "Electric Discount and Energy Competition Act," N.J.S.A. 48:3-49 et seq.,
and the "Local Government Electronic Procurement Act," P.L. 2018, c.156, New Jersey Division
of Local Government Services Local Finance Notice 2021-18, N.J.A.C. 5:34-5 et. seq and all
applicable regulations and standards promulgated thereunder.
Written questions from interested suppliers will be accepted up until 4:30 p.m. on April 20, 2026.
The deadline for submission of a completed Notice of Intent to Bid (NOI), as well as other required
qualification documents, legal forms and information is also 4:30 p.m. on April 20, 2026. An
addendum will be issued no later than close of business on Monday, April 27, 2026. Details of
these steps are provided in the bid specifications.
Bids are being accepted electronically on the energy agent's bid platform at:
https://www.publicbiddingsystem.com/, pursuant to P.L. 2018, c.156 and N.J.A.C. 5:34-5 et. seq.
The deadline for submission of bid prices is 11:30 a.m. Prevailing Eastern Time on May 13, 2026.
Details concerning the submission of bid prices are set forth in the bid specifications. If a contract
award is not made on May 13, 2026, the County of Monmouth will accept refreshed bids on a date
to-be-announced at a time to be determined in accordance with Local Public Contracts Law and
based upon market conditions.

Instructions for bid submission, as well as submission of the NOI and other Qualification
Documents, are set forth in the RFB package.
The selected supplier(s) will have to comply with the requirements of N.J.S.A. 10:2-1
(Anti-Discrimination in Employment), N.J.S.A. 10:5-31 et seq. and N.J.A.C.17:27 et seq.
(Equal Employment Opportunity), 42 U.S.C. 12101 et seq. (Americans with Disabilities Act),
N.J.S.A. 52:32-44 et seq. and (New Jersey Business Registration).
The County of Monmouth reserves the right to reject any or all bids in accordance with
applicable laws and regulations.
