Overview
The City of Palo Alto Utilities (CPAU) is soliciting qualified contractors to provide surface preparation and painting services for equipment located within seven electric substations across the City’s distribution system. CPAU seeks experienced firms capable of performing this work safely and efficiently in energized utility environments while adhering to all applicable regulations, environmental requirements, and industry best practices. The purpose of this project is to preserve critical infrastructure, mitigate corrosion, and support the long‑term reliability of the City’s electric assets.
The scope of work includes cleaning, surface preparation, corrosion treatment, priming, and application of high‑performance protective coatings on transformers, breakers, steel structures, bus supports, and associated components within the seven substations. All materials and coating systems must meet or exceed utility‑grade performance standards and be suitable for the environmental conditions typical of the Palo Alto region. Contractors will be responsible for proper containment, waste handling, and environmental compliance throughout the project to ensure safe and responsible execution.
This project reflects CPAU’s ongoing commitment to maintaining safe, reliable, and visually well‑maintained electric facilities for the community. The selected contractor will be expected to coordinate closely with City staff to minimize operational impacts, maintain clear communication, and adhere to established schedules across all seven sites. CPAU intends to award the contract to a firm that demonstrates strong technical expertise, a proven safety record, and the ability to deliver high‑quality workmanship that extends the service life of substation equipment.
Many of the City of Palo Alto Utilities’ (CPAU) substation components have been in service for several decades, and the equipment has begun to show signs of age‑related wear. Exposure to sun, moisture, and varying microclimates has contributed to surface deterioration and corrosion on steel structures, transformers, breakers, and associated hardware. While the equipment remains operational, ongoing upkeep is essential to preserve structural integrity and prevent accelerated degradation.
