All capable/interested firms must respond to this notice, even if they responded to the previous notice.

This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, OR BIDS. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice.

The General Services Administration (GSA), Public Buildings Service (PBS), Region 3, is seeking information on technically capable, and otherwise responsible, general contractors (GC), subcontractors and any interested parties for the anticipated solicitation.

Location of Services:

Edward A. Garmatz United States District Courthouse

101 W Lombard St.

Baltimore, MD, 21201

Description of Intended Contract:

The General Services Administration (GSA) requires repairs and modernizations to include but are not limited to the windows in the Garmatz building and concrete sidewalks. This project will utilize the Design-Bid-Build (DBB) delivery method. The architect of record is WDP & Associates.

Project Background:

The existing windows are building original windows and are reaching the end of their useful lifetime. The windows have recorded issues with daylighting control failure due to the inconsistency of tint, degradation of the window seal, leaking air and water from the gaskets, and unwanted transfer of cold or heat. A study included diagnosing the issues on the existing windows and a solution(s) to address the existing window system failure(s).

The project includes the removal of the existing frames and glass and installing a new thermally broken aluminum window system with insulated glass utilizing the existing window openings. The project also includes the replacement of sidewalk pavers along Hanover, Lombard, and Pratt Streets.

Project Summary Description: Briefly, and without force and effect upon contract documents, work of contract can be summarized as follows:

1. Base Bid:

Replace the existing windows of:

  1. South Facade (West Pratt Street)

  2. North Facade

  3. Short North Facade

  4. West Facade

  5. East Facade

  6. Short East Facade

Replace Sidewalks:

  1. Replace the sidewalk pavers along Lombard, Hanover, Pratt, and West Facade.

Contract Type:

The project is anticipated to be firm-fixed price contract.

Project Funding:

Per GSAM 536.204, the range of magnitude of construction is from $30,000,000.00 to $40,000,000.00. The project is currently in design. If the ECCA is $35M or more, the project may be subject to a Project Labor Agreement (PLA).

The applicable NAICS code is 236220, Commercial and Institutional building construction, and the small business size standard is $45 million.

Selection Procedures:

The anticipated contract will be procured utilizing source selection procedures as described in FAR PART 15.3 to select the firms offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Accordingly, the award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price related factors where non-price factors are considered significantly more important than price. The Government anticipates a phased solicitation, with Phase 1 released in Summer 2025, Phase 2 released in Fall of 2025, and contract award in Spring of 2026.

Response Information:

Interested contractors shall complete this FORM no later than 06/20/2025 by 2:00PM Eastern Standard Time. If the contractor is unable to complete this form through the google form, they shall complete the attached form and return to the contracting officer no later than date specified by email at jay.oxenberg@gsa.gov, and the contract specialist cc: stephen.boettcher@gsa.gov.

Responses to this Sources Sought announcement will be used by the Government to make appropriate acquisition decisions. All interested and capable contractors with the proper bonding capacity are encouraged to submit responses, including interested small businesses.

Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published on www.sam.gov on or about the general timeframe listed above. A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Contracting Officer.
