NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT #26-492

Genesee County Procurement Regulations provides that a procurement may be made
without competition when there is only one source for the required supply or service.
Therefore, a "sole source" procurement is justified if there is only one product or service
that can reasonably meet the county's need and there is only one vendor who can provide
the product or service.

The Purchasing Department has received a request to make the following sole source
procurement:

Education for Secured Detention Facility

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT:

Secured detention facilities in Michigan provide mandated, year-round on-site
education for youth, typically starting within 5 days of admission, often managed
by local or intermediate school districts. Programs focus on core academics, GED
preparation, special education services, and high school credit transfer to ensure
continuity. The State of Michigan requires a local education agency (LEA) Unique
Education Provider (UEP) entity code for reporting purposes for entities that
provide education to a secure detention facility. Genesee County has had a
contract with Mt. Morris School District for the last few years for said services and
is seeking a provider that will assist the County's Juvenile Justice Center (JJC) in
providing education for this sector of the population.

Purpose of This Notice of Proposed Sole Source Posting:
The intent of this posting is to verify with the vendor community that the proposed
request is indeed a valid sole source.
Sole Source Criteria:
The product or services being purchased must perform a function for which no other
product or source of services exist:
Mt. Morris School District (MMSD) has the required LEA UEP entity code required by
the State of MI to provide educational services to JJC.
MMSD provides n person teaching to JJC residents.

MMSD utilizes State of MI approved educational software as an aid to teach
students.

MMSD teaches math, English, social studies, and physical education to students and
special education students.

MMSD provides school counselors to assist residents in navigating through the
school system.

MMSD provides alternative education and Michigan next curriculum.
MMSD provides an educational curriculum from level 1' grade through 12" grade.

MMSD uses a year around model that does not constitute a separate summer school.

Action to be Taken: No action is required if you agree this request for services has

validity as being a sole source. Youcan submit questions by April
20, 2026, before 5:00 pm to get clarification of this request before
submitting a full objection response.
