ON-CALL SERVICES
EDGECOMBE COUNTY PLANNING AND
INSPECTIONS DEPARTMENT
Edgecombe County is seeking the services of a qualified consultant in the on-call services for
periodic updates of the Unified Development Ordinance (UDO) and development regulations-
related matters. The UDO is the primary source for land use regulations in Edgecombe
County’s zoning jurisdiction. The updates are expected to be user-friendly, consistent, and will
utilize graphic images as needed to visually explain regulations in a user-friendly manner.
BACKGROUND
Edgecombe is a rural County situated approximately one hour's drive east of Raleigh and two
hour's drive inland from North Carolina's beaches. With a population of approximately 49,000
persons, the County maintains a firm agricultural base while supporting advanced
manufacturing.
The purposes of the on-call services are:
• To prepare and review UDO Text Amendments as requested by County staff;
• To participate in discussions with County staff telephone and/or video conference;
• To make presentations at hearings with elected officials, appointed officials, and other
persons as directed by County staff;
• To train boards and/or County staff on new and updated ordinance provisions as
requested by the County staff;
• To provide other development regulations - related consulting services on an as-needed
basis.
GENERAL INFORMATION
1. Request for Proposal Document
The RFP is comprised of the base RFP document, any attachments, and any addenda released
before Contract award. All attachments and addenda released for this RFP in advance of any
Contract award are incorporated herein by reference.
2. Notice to Vendors regarding RFP Terms
It shall be the Vendor’s responsibility to read the instructions, the County's terms and conditions,
all relevant exhibits and attachments, and any other components made a part of this RFP and
comply with all requirements and specifications herein. Vendors are responsible for obtaining
and complying with all Addenda and other changes that may be issued in connection with this
RFP.
If Vendors have questions, issues, or exceptions regarding any term, condition, or other
component within this RFP, those must be submitted in writing, electronically to Dervin Spell
at dervinspell@edgecombeco.com or by written correspondence, Attn: Mr. Dervin Spell,

Director. Questions must be received by March 31, 2026. Reponses to the questions will be
posted on the County’s website at: www.edgecombecountync.gov/bid_opportunities.
If the County determines that any changes will be made as a result of the questions asked, then
such decisions will be communicated in the form of an RFP addendum. The County may also
elect to leave open the possibility for later negotiation and amendment of specific provisions of
the Contract that have been addressed during the question-and-answer period. Other than through
this process, the County rejects and will not be required to evaluate or consider any additional or
modified terms and conditions submitted with Vendor’s proposal. This applies to any language
appearing in or attached to the document as part of the Vendor’s proposal that purports to vary
any terms and conditions or Vendor’s instructions herein or to render the proposal non-binding
or subject to further negotiation. Vendor’s proposal shall constitute a firm offer. By execution
and delivery of this RFP Response, the Vendor agrees that any additional or modified terms
and conditions, whether submitted purposefully or inadvertently, shall have no force or
effect and will be disregarded. Noncompliance with, or any attempt to alter or delete, this
paragraph shall constitute sufficient grounds to reject Vendor’s proposal as nonresponsive.
Contact with anyone working for or with the County regarding this RFP other than the County
Contract Specialist named on the face page of this RFP in the manner specified by this RFP shall
constitute grounds for rejection of said Vendor’s offer, at the County’s election.

SUBMITAL
Sealed proposals must be received no later than April 17, 2026 at 5:00 PM. Submit three (3)
copies of proposals in a mailing container or envelope that is plainly marked on the outside with
“EDGECOMBE COUNTY PLANNING”. The County is not responsible for delays in the
delivery of proposals. We will not open any responses received later than the date and time stated
above. Emailed or faxed proposals will NOT be accepted.

Proposals shall not be considered confidential, and no information contained therein shall be
treated by the County as either confidential, proprietary, or trade secret information. The contents
of the proposals shall be considered public records of the County. Any firm submitting a proposal
hereunder further acknowledges and agrees that the County is a public entity, which is required to
abide by laws governing public records and shall not be liable for disclosures required by law. All
materials submitted in response to this RFP shall become the property of the County upon delivery
to the address set forth above. This RFP does not obligate Edgecombe County to pay any costs
incurred by respondents in the preparation and submission of a proposal. This RFP does not
obligate Edgecombe County to accept or contract for any expressed or implied services. The
successful firm must assure that services performed meet all current industry standards, follow
best practices, and comply with all applicable laws and regulations.
Edgecombe County invites and encourages participation in the procurement process by
businesses owned by minorities, women and disabled business enterprises. Edgecombe
County reserves the right to reject any and all proposals and to terminate this RFP at any
time.

REQUIRED PROPOSAL DOCUMENTS
Cover Letter
Firms shall provide a cover letter that describes their interest in working with the County on this
project. It should also include the following:
• Firm name, address, contact information, and point of contact;
▪ A summary of the contents of the proposal; and
▪ Tax ID number or Federal Employer I.D. Number
Proposal Format
Included in its proposal, a firm must provide the following information to the County, and shall
guarantee the accuracy of such information by signature of its authorized representative:
1. Qualifications: Describe your firm’s qualifications to perform the services requested.
Include a list of your team that will be assigned to this project and each member’s
qualifications. Also describe your current workload as far as to show your firm’s ability to
meet the time demands of this project.
2. Experience: Provide a detailed description of your firm’s work on similar projects. Provide
supporting information including pictures and locations. If applicable, describe your
familiarity with Edgecombe County.
3. Approach: Describe the approach your firm will take to provide the services requested and
to meet any provided timelines.
4. Reference: Provide references (min 3-max 5) from similar services that are comparable
in size and scope.
Evaluation Criteria:
After the submission of the RFP responses, firms may be requested to participate in an interview.
Each response will be evaluated and ranked on the criteria set forth below. The criteria will be
weighted as noted below in determining the award. After the evaluation, the County will identify
the firm that can provide the greatest overall benefit to the project. Should the firm with the highest
score decline the offer, the firm with the second highest score will be extended the opportunity to
provide services.
Scoring Criteria (100 Points)
1. 40 points – Qualifications
2. 20 points – Approach
3. 20 points – Successful Experience
4. 10 points – Timely Delivery of Service and/or Product
5. 10 points - Responsiveness
Any proposal submitted without the expressed requirements of this RFP, or submitted after the
deadline will be rejected. The County will review submitted proposals and select the highest
ranked and most qualified firm. The County reserves the right to disqualify any firm on the basis
of any real or apparent conflict of interest, openly disclosed or otherwise. Once selected, the
