The City of Vista (“City”) is soliciting written proposals from qualified applicants to provide economic consulting services including but not limited to updating affordable incomes and rents for the City of Vista’s affordable housing developments, analysis of future affordable housing development proposals, resale prices of existing affordable housing units as needed, and other miscellaneous tasks as requested.
Services provided under the contract shall not exceed $75,000 annually, with services anticipated to begin on July 1, 2026. Proposals should describe the services the organization is able to commit to within the allocated budget. The selected service provider will submit invoices to the City, which must include a detailed breakdown of the services, the tasks, the hours, hourly rates, and all appropriate back up.
Respondents to the RFP must be able to sign the City’s standard contract for services (sample included as Exhibit A). As specified in the contract, a City of Vista Business License, General Liability Insurance, Automobile Liability Insurance, and Workers Compensation Insurance are required at the time of the execution of the standard contract for services.
This Request for Proposals (RFP) solicits the services of an experienced firm who will provide the Community Development Commission (CDC) of the City of Vista (City) with economic consulting services related to its affordable housing programs. The CDC and City are currently engaged in a variety of affordable housing activities within the City of Vista, including monitoring of existing assets, refinancing/rehabilitation of older complexes, and investment in new affordable and mixed-income developments.
