ECLB Gut Rehabilitation and Selective Demolition – Ticonderoga, NY
Description: For full scope of work with photos, reach out to hope@northcountryruraldevelopment.org 1. Demolition & Site Preparation
  • Selective demolition of interior finishes, including drywall, flooring, outdated fixtures, and non-code-compliant systems.
  • Removal of outdated mechanical systems and non-functional heating elements.
  • Lead and asbestos abatement following EPA, HUD, and NYS regulations.
  • Trash and debris removal, in compliance with local ordinances.
  • Site grading and drainage improvements, especially for the sloped lot.
2. Structural Assessment & Foundation Work
  • Full foundation and structural integrity assessment by a licensed structural engineer.
  • Foundation repairs or reinforcement as needed.
  • Inspection and reinforcement of load-bearing walls, beams, and joists.
  • Attic and basement assessment for ventilation and structural integrity.
3. Utility Connections & Infrastructure
  • New water and sewer connections to curb stops, meeting municipal codes and NYS Health Department regulations.
  • Full plumbing and electrical system replacement per NYS Uniform Code & NEC standards.
  • New 200-amp electrical panel with full rewiring and GFCI/AFCI outlets.
  • New basement laundry hookups per NYS Plumbing Code.
  • Installation of energy-efficient plumbing fixtures (toilet, sink, tub/shower, kitchen sink).
4. Structural & Exterior Improvements
  • New energy-efficient roof, including sheathing, underlayment, and architectural shingles.
  • New insulated siding for energy efficiency and weather resistance.
  • Energy-efficient window replacement (ENERGY STAR-rated).
  • New storm doors and entry doors for security and insulation.
  • Gutters and French drains installation for proper drainage on the sloped lot.
  • Full privacy fence installation per zoning and setback regulations.

5. Interior Reconstruction & Finishes
  • New drywall installation, including moisture-resistant drywall in wet areas.

  • Full bathroom renovation, including:

  • Smoke and carbon monoxide detectors installed per NYS Fire Code & NFPA standards.
  • LED lighting installation for energy efficiency.
  • Basement improvements for moisture control and ventilation.
6. HVAC & Energy Efficiency Upgrades
  • New high-efficiency HVAC or mini-split system for all-electric heating and cooling.
  • Proper ventilation for kitchen, bathroom, and basement (ASHRAE 62.2).
  • Full insulation upgrades:
    • New attic insulation (meeting NYS R-value standards).
    • Wall and basement insulation for energy efficiency.
7. Compliance, MWBE, Section 3 & SDVOSB Prioritization
    • All work must comply with NYS Building Codes, IRC, and municipal regulations.
    • Strict adherence to HUD Section 3, MWBE, and SDVOSB goals.
    • Preference given to MWBE, Section 3, or SDVOSB-certified firms.

  • Bidders must submit a detailed fee schedule and timeline to demonstrate cost reasonableness and ability to meet deadlines.

8. Timeline & Project Execution
  • Accelerated timeline with mobilization within two weeks of award. Project must be completed within 5 months.
  • Firms must demonstrate capacity to complete work efficiently.
